The Financial Analyst III will have the following responsibilities:
• Support CBFO Budget Director and Analysts with budget execution activities, including planning, coordinating, directing and reviewing the CBFO and various contractors' budget execution activities to ensure plans and budgets are consistent with program guidance. Prepare, issue, and/or review various budget execution reports and forms as requested. Research, compile and analyze information and data for a wide variety of regular and special reports as requested by CBFO. Track and review inter-entity work orders, miscellaneous work authorizations, along with work authorizations for the M&O.
• Review CBFO travel requests for budget availability, correct authorization approval and ensures DOE and CBFO travel guidance policies are being met. Track all travel authorizations and vouchers. Prepare purchase requisitions as requested. Review requests to ensure correct funding is appropriated for work and meets scope. Work closely with budget analysts on daily business matters. Attend trainings and learning sessions as required for budget software platforms. Other duties as requested.
• Plan, prepare, analyze financial status of funds to determine funding availability, and route funding documents to appropriate contracting officers. Coordinates with Director to ensure funding actions are done in accordance with priorities.
• Develops draft budget targets by analyzing on going contracts and project controls data; assists in the narrative development/update of the budget justifications in coordination with Director.
Position is located at the Skeen Whitlock Building but will travel to the WIPP site as needed.
Candidate could work more than 40 hours per week, occasionally.
Requirements
Master’s Degree in Business or 20 years of relevant experience. Twenty years of experience in financial management or federal budgetary environment or equivalent.
Preferred: Extensive ability to conduct comprehensive program/financial analysis of business systems/submission and project baselines as related to DOE project and contract management. Extensive knowledge of Congressional budget process including experience in interpreting and implementing budgetary policies and procedures. Extensive experience coordinating multiple high level project documentation requirements. Executive level experience in managing large and diverse financial and budgetary programs with multiple appropriations in a multi-contract environment. Experience of providing expert advice to senior management. Extensive experience of supporting funds management (for example, tracking funding levels, funding obligations, costs, variances, forecasts, etc.). Extensive experience conducting comprehensive resource management and program scheduling and execution. Expert knowledge of project management/project controls to include lifecycle and baseline analysis. Experience with DOE.
