Financial Management Analyst
Summary As a Financial Management Analyst, you will be responsible for planning and coordinating financial operations, including all program activities and liaison with regional offices, business lines, and staff offices. Location of position: General Services Administration, Office of the Chief Financial Officer, Location Negotiable After Selection We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities As a Financial Management Analyst, you will be performing the following duties: Perform periodic reviews of a wide variety of analytical, system, and procedures related to Public Buildings Service (PBS) financial management activities relating to reimbursable work authorizations. Develop, review, and analyze PBS financial policies and practices. Coordinate responses and follow-up of the annual audit of the financial statements. Review and coordinate changes to the accounting code structure with the regions, business lines and staff offices. Review internal audit and Government Accountability Office (GAO) audit reports for deficiencies, and recommend corrective actions to prevent a recurrence. Review and coordinate with program officials, annual financial operating plans, and make appropriate recommendations. Respond to a variety of inquiries concerning PBS financial management issues and related policy and procedures from Congress, Office of Management & Budget (OMB), customer agencies, and the public. Respond to GSA and GAO audits, inspections, and surveys related to reimbursable work authorizations and their applicable policies and procedures. Maintain liaison with customer agencies, regional offices, and business lines in order to clarify policies and procedures. Evaluate changing fiscal and administrative decisions on a periodic basis to ensure proper procedures are followed and to recommend changes to current PBS financial policies and procedures for the regions and business lines. Provide financial forecasting for new or unique operating programs. Monitor fiscal progress of the regions and business lines. Prepare special analyses and reports, evaluating any or all aspects of PBS financial management operations. Process request for funds from various processes throughout PBS: Requirements Development, Solutions Development, Solutions Implementation, Operations and Maintenance. Identify resources for other processes within PBS. Review, advise, or conduct cost variance and risk analysis. Provide oversight of the reimbursable work authorization (RWAs) and examine RWAs based on accounting standards to ensure proper recording and adherence to fiscal law. Perform analysis to identify at risk populations for further examination. SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience as a senior technical expert for a financial and budgetary operation. This experience must include making recommendations and assisting in the development and implementation of financial operating plans, guidelines, and procedures; monitoring revenue, expenses, and other financial obligations; analyzing complex issues and presenting recommendations to senior management; assisting in the development and maintenance of a system of audits and internal controls; and coordinating technically complex and comprehensive financial statement audits and reviews. Additionally, successful work experience must include interpreting and applying agency/department, and budget processes, procedures, and requirements.
