Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Budget Division of COMSUBFOR. Responsibilities You will properly post expenditures and ensure commitments/obligations flow to all financial systems. You will compare funds execution to plans, identify variances, and recommend corrective actions. You will perform or advise work in any phase or system of budget administration. You will perform the following functions: formulation of budget and estimates to support plans, programs, and activities to include presenting and defending budget estimates. You will develop, determine and interpret budget policies and practices. You will analyze and recommend cost and benefits of alternative methods of financial management of organizations and administrative operations. You will implement legal and regulatory controls over approved budgets. Requirements Conditions of Employment Qualifications GS-12; Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience formulating and approving budgets and estimates to support plans, programs and activities. Experience overseeing program execution to identify variances from plans, and to recommend corrective actions. Experience using financial information systems in order to monitor funds status. Experience processing financial transactions using Federal government methods and procedures. Experience researching, interpreting, and applying financial and acquisition rules and regulations to ensure compliance. GS-11; Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience formulating and estimating budget to support plans, programs, and activities. Experience reviewing and evaluating budget requests; control, and reporting of obligations and expenditures. Experience interpreting organizational budgets, accounting, or financial administrative procedures, practices, and regulations. This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.
