FINANCIAL MANAGEMENT ANALYST
Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Management Community of DON/AA. Responsibilities You will serve as a Financial Management Analyst in the Navy Executive Dining Facility for the Deputy Under Secretary of the Navy Management. You will formulate budgets and estimates to support plans, programs, and activities. You will review and evaluate budget requests, control, and reporting of obligations and expenditures. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds. You will identify, analyze and resolve a range of budgetary problems such as development of alternative methods of funding. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing budgetary policies, procedures and regulations. Experience maintaining billing records, making and receiving payments. Experience utilizing administrative and financial management systems. Experience identifying, analyzing and resolving a range of budgetary issues. Experience analyzing and conceptualizing budgetary concerns and develop solutions. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing budgetary policies, procedures and regulations. Experience maintaining billing records, making and receiving payments. Experience utilizing administrative and financial management systems. Experience identifying, analyzing and resolving a range of budgetary issues. Education SUBSTITUTION OF EDUCATION In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-12- None GS-11- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
