FINANCIAL MANAGEMENT ANALYST
Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Digital Portfolio Office, Navy Maritime Maintenance Enterprise Solution (NMMES) Program of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-03 broadband level encompasses positions equivalent to the GS-12 and GS-13. Responsibilities You will perform budget planning and related execution tasks, analyze various program requirements, and make recommendations on the allocation and execution of funds. You will ensure financial transactions are supported with proper documentation and in accordance with policy and internal control practices. You will conduct studies by gathering and analyzing financial data to prepare data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, management initiatives, and directives. You will process funding execution documents using appropriate financial management systems. You will review, monitor, and report on the financial status of programs to execute funds in accordance with planning documents and regulatory guides/policies. You will monitor obligations and expenditures, ensuring financial accounts are balanced against plans and established benchmarks. You will analyze proposed budget changes, prior to and in the year of execution, and make recommendations to accommodate budget changes. You will implement financial policies by conducting budget evaluations, preparing and issuing time-phased schedules, preparing coordinating papers, procurement plans, and procedures, and integrating acquisition process management plans. You will assist in the development of the Program Objective Memorandum (POM), draft responses to Congressional inquiries, and assist in the development of Congressional Staffer briefs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial plans, procedures, or programs and making recommendations to ensure the successful operations of an organization.
