Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Program Executive Office Unmanned and Small Combatants, Expeditionary Missions Program Office (PMS 408) of PEO UNMANNED AND SMALL COMBATANTS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will be responsible for developing, acquiring, fielding, and sustaining high-quality, technologically-advanced and affordable systems to support the mission needs of the expeditionary warfighter. You will serve as principal advisor to leadership on the development, implementation and revision of financial management policies, plans and programs. You will generate, recommend and implement new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs. You will direct and or perform continuing program execution review, analysis, and appraisal of the major operating and support programs. You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. You will coordinate the development and report of cost/performance information in support of mission tasks as well as promulgate approved financial management policies within the organization. You will conduct management evaluation of issues of financial consequences raised in audit reports, budget reviews, etc. and recommend alternatives for corrective action. You will coordinate the development and submission of the Program Objective Memorandum (POM) and review responses to Congressional inquiries and assists in the development of Congressional Staffer briefs. You will demonstrate a mastery of the concepts, principles, laws, and regulations of financial administration or budgeting sufficient to direct broad, critical, and large-scale organization/agency-wide programs. You will possess the knowledge of procedures, directives, and policies that apply to the acquisition, control, expenditure, and management of public funds for major defense projects. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or coordinating the analysis of financial data or reports to identify program funding or the financial condition, trends, or problems of an organization. Education Additional Information Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $189,950. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
