FINANCIAL MANAGEMENT ANALYST
Summary You will serve as a FINANCIAL MANAGEMENT ANALYST of NAVY EXCHANGE SERVICE COMMAND. Responsibilities You will perform functions such as formulation of budget and estimates to support plans, programs, and activities including presenting and defending budget estimates before authorities. You will perform or advise in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. You will develop, determine, and/or interpret budgetary policies and practices. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying principles, concepts, and practices to perform assignments concerning financial management, accounting, or budget. Specialized experience must demonstrate the following: 1) Analyzing data/information to ensure compliance with financial/supply policies and procedures supporting plans, programs, and activities for soundness and auditability; 2) Identifying, analyzing, and resolving a range of budgetary problems such as development of alternative methods of funding; 3) Formulating budgets and estimates for programs in which funding requirements have changed significantly; 4) Performing monthly budget formulation, execution, justification, obligation, and analysis of funds to highlight recurring problems with funds management due to improper use of authorized procedures; and 5) Utilizing financial systems or related automated databases to extract, interpret, and analyze financial reports and statistical financial data.
