Financial Management Specialist
Summary This position is located in the Travel Section, Accounting Operations Division, Financial Services Directorate, Chief Operating Officer. The position description numbers for this position are GS-12: 430211 and GS-13: 430214. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position. Responsibilities Performs system administration functions for the travel system liaising with agency representatives and users for system use. The incumbent creates and maintains user and vendor profiles; updates system configuration, workflows and user access; troubleshoots problems; and provides user support and training. Works with system contract Contracting Officer Representative and system owner/representative in Office of the Chief Information Officer on system issues. Assists in planning and implementation efforts for increased automation or new system implementation/upgrade. Performs testing and troubleshoots implementation problems. Participates in all phases of system development and implementation. Performs acceptance testing of system changes for complex and inter-related systems. Identifies customer users and other stakeholders who should participate in user acceptance testing and provide customer/stakeholder feedback relevant to effective system use. Coordinates activities with other organizations, users and individuals in support of implementations and system upgrades or modifications. The position reviews, validates, reconciles and approves submissions for travel actions entered in the official travel system, which is integrated into the financial management system. Submissions represent financial transactions that adhere to travel regulations and guidelines at federal and agency levels. These financial activities include posting commitments, obligations, payments, receivables, expenditures, deposits, or budgetary transactions. The incumbent monitors and reviews submissions for compliance with financial and travel program laws, regulations and policies. Performs reconciliations of transactions based upon projected expenditures, final expenditure submission, and variances that may or may not comply with federal financial and travel laws, regulations and policies. The incumbent also reconciles financial accounts to ensure funding availability and authorization. Independently plans and completes various levels of financial review and analysis activities related to travel program for the purpose of ensuring accuracy and validity of financial transactions and reporting through the analysis and reconciliation of various transactions. Serves as the final approver for a variety of system document submissions, and works with submitter or organizational liaison to rectify deficiencies. Identifies and resolves complex accounting and financial transactions that may create out-of-balance conditions. Researches a series of transactions and adjustments to isolate original errors and make corrections. Exercises expertise in data processing and analysis of transactions in the financial system or other subsidiary systems utilized. Provides financial, federal travel policy and/or program information to a broad range of customers and other officials, including those in other Federal, state and local government agencies at all levels and professional organizations. Responds to inquiries, provides guidance on policies and procedures. Serves as a liaison and primary point of contact for key persons and groups inside and outside the Library. Provides advisory, consultative, and technical services to agency managers on a broad range of travel program related matters. Provides interpretations of complex data, Library of Congress requirements, procedures, and federal regulations. Provides detailed technical advice and assistance to both internal and external customers. Provides advice and assistance in identifying and resolving deficiencies and implementing correction actions to ensure the sound financial management of programs. Reviews and analyzes current processes and/or procedures related to the travel program. Makes recommendations and implements improvements. Updates current agency program policies and procedures to comply with government-wide updates to include, documentation related to policies and procedures, websites, and Library of Congress regulations and directives. Drafts documentation and presents training to provide instruction and ensure conformance with Library policies and procedures or other authoritative guidance. Composes, distributes, and maintains documentation for standard operating procedures and system processes. Supports agency wide efforts to maintain awareness and compliance with guidance from other Federal agencies such as the Department of Treasury, the Government Accountability Office, the General Services Agency, etc. Ensures that files are kept in a logical, easy to audit system and that historical files can be easily identified and retrieved upon request, while also complying with Records Management policies, procedures and retention period of paper and electronic files and documents. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. GS-12/13: Ability to perform travel system administration and evaluation functions.** Knowledge of the Federal Travel Regulations.** Ability to provide travel financial support.** Ability to provide travel program liaison activities. Ability to apply analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program activities and operations. Ability to communicate in writing.
