The primary purpose of this position, FINANCIAL MANAGEMENT SPECIALIST GS-0501-07T11, is to is serve as an Air Force Working Capital Fund financial specialist within an Air Logistics Complex performing various financial management, budget, and analysis functions in support of Depot Maintenance mission, goals, and objectives. Responsibilities Perform various financial management/budget functions for the development of operation targets, sales rates and prices, budgets, and exhibit and in support of the execution of funds, capital investments, measurement of financial and/or program performance and provide management advisory services. Use automated financial management systems and computer generated products in accomplishing financial and/or program management assignments. Provide advisory services regarding proper methods, techniques, and factors for decision support. Identify and recommend improvements to complex processes in the areas of expense, capital investment and commodity budget development, workload and resource projections, equipment life cycle management and execution analysis. Specialized experience is experience in: obtaining, compiling, and summarizing narrative information and quantitative data; verifying the costs of line items in the budget and entering the costs in standard forms and schedules; and/or extracting budget and program data from computer printouts of accounting records, forms, and reports. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in: applying commonly used budget and/or finance practices, procedures, regulations, precedents, policies, and guides that specifically pertain to the work assigned and sources of factual data about budgeting and finance matters sufficient to relate needs and accomplishments of the organization to anticipated and/or actual dollar figures in the budget. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Specialized experience is experience in: Compiling, analyzing, and summarizing financial and/or budgetary information related to assigned areas of the organization's financial program; translating organizational needs and objectives, by line item and object class, into budget dollars and the funding actions required to accomplish them while considering program goals, provisions of applicable policies, regulations, and procedures, and alternative methods of obtaining and distributing funds. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, processes and Depot Maintenance Financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets. Knowledge of Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology, and guidance documents. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work processes and skills associated with depot maintenance. Knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports, balance sheets, income statements, etc in the analysis of organization's financial status, trends and results. Skill to plan, organize, and conduct information gathering and to work with management to accept and implement recommendations for improvements involving resources, investments, projects, production, workload, and/or financial issues. Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year-round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley. PHYSICAL DEMANDS: Work is generally performed in an office setting and is mostly sedentary. There may be some bending and carrying of light items. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other office buildings. WORK ENVIRONMENT: Most work is performed in a properly hearted and ventilated, air-conditioned, and well-lighted office setting.
