Summary This position is part of the Air Force Elements, U.S. Transportation Command. Responsibilities As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-9/11 some of your typical work assignments may include: Monitors USTRANSCOM's enterprise risk management (ERM) program, including assessments to evaluate internal controls over financial reporting, financial systems, and operations. Performs internal control testing for ERM program activities. Develops and maintains ERM testing supporting documentation. Collaborates with key stakeholders to improve ERM program and control systems. Participates in the development of internal control policies and practices. Requirements Conditions of Employment Qualifications This vacancy announcement covers 2 grades: GS-9 and GS-11. Read carefully the following Specialized Experience qualifications for each grade level to determine which grade to apply for. 1. You may qualify at the GS-9, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-7 grade level in the Federal service: Assisting in the development of internal control test plans and performing financial reporting and operational testing; reviewing testing results for accuracy. Performing internal control reviews over identified business process risks to ensure compliance with regulatory requirements. Auditing or financial examiner experience is highly desirable but not required; OR B. A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; ***OR*** C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) 2. You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-9 grade level in the Federal service: Developing internal control test plans and performing financial reporting and operational testing; reviewing testing results for accuracy is required. Perform internal control reviews over identified business process risks to ensure compliance with regulatory requirements. Auditing or financial examiner experience is highly desirable but not required; ***OR*** B. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; ***OR*** C. Some specialized experience as described in 2.A above, but less than one year; and you have more than one year but less than two years of education as described in 2.B above. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame.
