Financial Manager
The Department of International Health in the Bloomberg School of Public Health is seeking a **_Finacial Manager_** who will manage day-to-day financial and operational activities of the sponsored projects. Reporting to Assistant Administrator, the Financial Manager is expected to Partner with designated Faculty/Principal Investigator’s on a wide range of sponsored activities that support their finances and operational support. They will do this by building and managing a team and through communicating regularly with departmental leadership. This position will provide timely support to Principal Investigator and faculty around finances, processes, policies, procedures and compliance related issues. We are seeking a candidate with the ability to anticipate financial and operational issues and seek guidance from departmental leadership as needed. Must maintain positive communications with all areas of JHU, Partner, Subrecipient and Sponsors to ensure grants and financial compliance. Also, may also assist the implementation of operational changes as required for meeting the vision of the department and implementation of new university systems, policies and procedures. **Specific Duties and Responsibilities** _Personnel Management_ + Mentor, supervise, lead and train staff financial team consisting of Sr. Grants and Contracts Analyst, Grants and Contracts Analyst, and Budget Analyst. + Supervise the performance of financial staff, conduct performance reviews, provide ongoing feedback and constructive criticism, and identify professional development opportunities. + Orient all new employees to the department and provide onboarding information for orienting new employees with the department, JHU and BSPH. + Implement Departmental and University standardized operational processes and procedures. + Foster collaborative environment for faculty and staff. + Prioritize and direct work efforts, providing guidance and direction. Conflict resolution. + Champions the importance of promoting and modeling a culture of exceptional customer service and partnership to support the vision of the department. + Assist department with strategic planning for future department staffing needs. + Promote cross training opportunities and provide a forum for information exchange. _Payroll Management_ + Responsible for staff E210 and University timesheet system. + Work with BSPH Human Resources on creating requisitions for new hires and perform other HR-related tasks, e.g., hiring, terminations, performance management. + Assist Academic Program Directors with appointments, promotions, and reappointments of faculty through guidance, including compensation recommendations, and materials creation. + Work with Academic Program Directors on Adjunct faculty teaching compensation and Summer Institute teaching payments. + Work with University Global Human Resources on international hiring and other international related activities. _Financial Management_ + Demonstrate strong analytical skills, problem-solving capabilities, and ability to address complex financial management problems, audit questions, contract, and management issues. + Provide oversight in the development, preparation, monitoring, projections, and reconciling of department budgets (sponsored research, gift, discretionary account, etc.) to ensure proper management and compliance of all sponsored awards. + Design and produce various reports for PIs, Directors and University utilizing institutional data to create monthly, quarterly, annual and ad hoc reports. + Lead and prepare agenda, produce financial reports for PI quarterly budget meeting. + Work with various programmatic, financial, and administrative teams to complete activities related to research administration, pre- and post-award, including proposal development, preparation and submission, F&A verification, and post-award administration. + Provide Subrecipients, Partners and Skate holders with financial support such as tracking invoices and payments, compliance audit request and semi-annual desk audit requirements. + Develop and oversee staff completing sponsored research proposal applications for accurate and timely submission. + Review and approve proposals prior to submission in Fibi System or sponsor’s portal. + Monitor the percentage of effort expended by faculty, staff, fellows and students on research grants and contracts and maintain equivalent salary distribution on accounts in compliance with university policies. + Prepare 12-month salary support projections for all faculty PIs/ support staff and identified potential support gaps. + Conduct both pre-review and post-review of effort forms for faculty and staff to ensure that effort certification is completed within the deadlines. + Review and approve sponsor’s financial reports. + Monitor of control salary and assist with resolving overpayments. + Review and approve SAP documents such as E-forms, P-Cards, shopping Carts, Concur, non-payroll cost transfers, ISR’s, project or cash advance request, non-employee reimbursement, online check requests, off-cycle check requests and subaward invoices. + Responsible for annual IRS 990 foreign activity reports. + Lead team with completing the quarterly base projections. + Maintain accurate records and reports to ensure compliance with relevant policies. _Project Management_ + Work collaboratively with Subrecipients, Partners and Skate holders finance staff on proposal development and onboarding. + Develop and maintenance of project deliverables tracking system. + Assist Partners with establishing Mutual of Understanding (MoU) Agreement or Data User Agreement (DUA). + Promote and support financial knowledge management and sharing efforts, including assisting PIs and Partners with developing subrecipient payment schedules or budget development to ensure project needs and policies and procedures compliant. + Maintain relationship with Sponsor and Partner’s administrative and financial team. + Participate and present project activities financial data in the research annual meeting, quarterly steering committee or skate holders and check in meeting with sponsors. **Minimum Qualifications** + Bachelor's Degree in Finance, Accounting, Business or related field. + Five years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit. + Additional education (master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. **Preferred Qualifications** + Bachelor’s Degree in Finance, Accounting, business or related field. + Five years related financial/accounting and financial management experience, e.g. planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit. + Be able to use Word, Excel, and Power point. Schedule appointments and meetings. **Special knowledge, skills, and abilities** + Strong leadership and management skills; advanced analytical skills. + Experience with detailed financial planning, projections, and forecasting. + Experience with financial modeling is highly preferred. + Ability to exercise sound, independent judgment in decision-making. + Proficiency with business software packages; advanced Excel skills and familiarity with SAP and JHU financial systems preferred. + Excellent oral and written communication skills. + Ability to work flexibly on several tasks simultaneously and meet various concurrent deadlines is required. + Knowledge of accounting and budgeting theory and practices required. Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred. + Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines. + Knowledge of external Federal guidelines/procedures for grants and contracts.
