Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Services as a Financial Management Specialist for the Joint Activities located at Fort Liberty, North Carolina. Responsibilities Serves as Financial Management Specialist for a Finance Office in a sub-unified command with responsibility for monitoring complex financial management operations. Reviews finance and accounting transactions for compliance with regulatory requirements. Responsible for administrative, technical, and analytical duties in formulation, presentation, and execution of all vendor pay vouchers using financial systems such as, Computerized Accounts Payable System-Windows (CAPS-W). Plans and performs reviews, studies, and internal reviews of each financial section to improve the financial management of Command Programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which advising on regulatory compliance in processing payments and financial transactions in the area of Military Pay, Vendor Pay, Disbursing, and Travel requirements; analyzing financial data and reports to identify problem areas to advise and guide staff members; AND conducting audits on accounts to ensure compliance with statutory/regulatory requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
