Job Description
Iowa Workforce Development is seeking applicants for the position of Financial Supervisor at our 1000 E Grand Ave., location in our Iowa Vocational Rehabilitation Services Finance and Accounting Division.
Summary of position:
As a Financial Supervisor you will approve and oversee Iowa Vocational Rehabilitation Services’ (IVRS) total budget and spending plan, financial processing, contracting, and procurements.
Description of work:
This position provides guidance and overview and review of fiscal processing and contracts, to ensure IVRS is in compliance with State and Federal laws and regulations which include managing cash flow to meet payroll and other obligations with no delay and ensure the work of the unit is efficiently distributed and promptly completed. Oversight and approvals of daily fiscal staff work.
Responsibilities include
+ Planning and directing the accounting functions of IVRS, including general accounting for assets, liabilities, income, and expenses.
+ Review of State and Federal reports.
The Financial Supervisor will supervise the work of the fiscal department. In this role you will select, orient, and train new staff. You will recommend personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments. Administer personnel policies and procedures. Develop performance expectations with all staff and provide timely, periodic feedback through the individual performance plan and evaluation process. Assess ongoing training needs of processing staff and provide for continuing education of staff, coaching, and other assistance to develop teamwork and an environment for continuous quality improvement. In general, provide support, information, and resources required for all staff to successfully perform their jobs and to further develop their knowledge and skills. Encourage commitment and facilitate cooperation by focusing on the processes. Empower staff and cross train towards adequate backups for critical functions.
The successful candidate will develop internal policies and procedures and provide oversight with implementation consistent with ensuring IVRS grant award monies are allowable, allocable and reasonable per federal/state guidelines. Collaborate, consult and advise administrator on financial administration and regulations, policies and procedures that impact quality and effectiveness of service delivery.
As a Financial Supervisor you will create and maintain effective collaborative relationships with all stakeholders within the IVRS division, IWD, and external partners. Participate in a variety of work groups and teams discussing mission-oriented projects and strategic initiative that impacts service delivery and program forecasting. Collaborate with IVRS staff to update, create and implement new policies as necessary. Participate in video calls and other communications with RSA and facilitate discussions regarding IVRS financial.
The Financial Supervisor will review state and federal procurement regulations ensuring IVRS is compliant with both entities. Establish IVRS specific procurement policy that effectively and efficiently provides safeguarding of vocational rehabilitation program funds without creating negative impact to service delivery to individuals with disabilities. As necessary provide guidance and exception to policy review and approval for instances that require special consideration. Maintain a positive relationship with DAS-CPFSE manager and staff to assist IVRS with our procurement needs and responsibilities. Review questions as the lead point of contact and provide appropriate input on service topics and impacts on the case management system as it relates to data collection and cost reporting.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
