Summary You will serve as a FINANCIAL TECHNICIAN in the III MARINE EXPEDITIONARY FORCE (MEF) of III MARINE EXPEDITIONARY FORCE. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. All applications received on the day the application limit is reached will be accepted and processed. Responsibilities You will verify, maintain and reconcile accounts and accounting data. You will prepare and analyze reports and apply various accounting methods and techniques. You will establish, maintain, correct and close pay accounts for armed forces personnel and their annuitants. You will handle cash items or use of cash accountability control methods, review to determine signature authentication, correct processing codes, and may include operation of cash registers. You will examine documents for accuracy, adequacy of documentation, compliance with regulations for goods and services provided to or by the Government. Requirements Conditions of Employment Qualifications GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Maintaining accounts and accounting support work; examining, depositing and handling cash items; AND examining documents for accuracy, adequacy and compliance with regulations. GS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing the maintenance of financial data or records, reconciling accounting or financial records, and identifying discrepancies using financial automated systems and software. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education GS-05: In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience: 4 years above high school. Must have a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal 100 percent. A transcript must be submitted with your application if qualifying using education. Additional Information Employees (and their family members) who require medical or dental care in Japan may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
