Fire Chief – Safety/Emergency Response
The Emergency Response Specialist provides leadership, direction, and guidance regarding emergency preparedness and response for refinery events. This role performs a variety of technical and administrative work in planning, organizing, directing and implementing fire prevention, suppression and emergency services to prevent or minimize the loss of life and property.
The Emergency Response Specialist provides technical expertise and support for emergency preparedness & response programs including fire, hazmat, rescue, and medical response. This role represents the Refinery within the community and with municipal emergency response organizations. This position is responsible for but not limited to the following:
+ Manage and lead emergency preparedness activities to ensure regulatory compliance and department goals and initiatives are achieved as well as establish the expectations of behavior for the safety culture in the refinery.
+ Respond to and direct all emergency responses in the refinery including fires and leaks, Haz-Mat, medical and any spill incidents.
+ Develop the emergency response team (ERT) organization and established field incident command protocol.
+ Define the required training for ERT members for fires, leaks, rescue Haz-Mat incidents and initial Preparedness for medical incidents
+ Oversee the required testing and maintenance of the emergency mobile apparatus and all associated equipment.
+ Oversee required testing and maintenance of the refinery firewater system including pumps, piping, hydrants, monitor nozzles. deluge systems and other equipment.
+ Oversee maintenance and required testing of the fixed fire detection and suppression systems as recommended by the manufacturer
+ Develop and maintains emergency response plans and incident command plans.
+ Conduct emergency planning and response drills including employee Incipient and First Responder Operations fire training programs.
+ Provide necessary industrial fire refresher training as related to protection of the Refinery
+ Keep informed of current fire and emergency response regulations, trends and technical advances in extinguishing agents, appliances and techniques of fire control and training
+ Maintain all necessary refinery and governmental records related to fire protection and ERT training.
+ Maintain a working relationship with the Local Emergency Planning Committee (LEPC) and other community organizations
+ Provide Zone Safety coverage as needed
+ Performs other related duties as assigned or requested
Qualifications/Competencies
+ High school diploma or GED required with 7 years relevant experience in emergency preparedness and response experience, or
+ Bachelor’s degree in HES, Emergency Response or other related degree with 4 years relevant experience
+ IFSAC or Pro Board Professional Firefighter Certification, preferred
+ IFSAC or Pro Board Fire Safety Instructor, preferred
+ Knowledge of safety & health procedures and emergency response within a refining or chemical processing industry.
+ Excellent written and oral communication skills, organizational and planning skills, facilitation skills, computer skills.
