ESSENTIAL FUNCTIONS Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Conducts complex fire origin and cause investigations relating to arson and other fire incidents. Investigations may include interviews of suspects, witnesses, and victims; searches for evidence of criminal acts; written comprehensive specific reports of findings and actions.? Collects, identifies, and preserves evidence, following chain of custody procedures, and documents incident scenes, to include taking and cataloguing photographs and report writing. Analyzes and corroborates legal and agency documents and records in support of criminal investigations pertaining to investigation activities. Coordinates affidavits, warrants, case filing, and subpoenas for presentation to district attorneys, grand juries, and trial courts. Gives testimony in court, makes recommendations regarding prosecution to district attorneys and the Attorney General's office relating to criminal arson investigations. Tracks investigations performed for data analysis and review. Responds to, advises, and consults with Fire Administration as directed. Participates with local, state, and federal partners to create regional investigation teams throughout the assigned region of the state. This work will include, but not be limited to, participating in the development and implementation of minimum selection criteria for team member participation; stakeholder outreach for initial and ongoing team development; work prioritization; conflict resolution; and ensuring consistency in work product and delivery. Works with local partners to assess and determine regional fire investigation training needs and then develop a program to support the determined needs. Serves as a liaison between the Division and professional fire and arson investigation organizations, such as CIAAI. Serve as a liaison between Thornton Police to develop Thornton Fire UAS (drone) operations and work to support local partners for program. Assists with the development and revision of training tools, protocols, and curriculum. Evaluates and assists investigators in the office and the field as required to assist with meeting workload requirements. Mentors other Thornton employees in the field of fire investigations. May act as a preceptor and train investigators in all aspects of unit assignments. Responsible for conducting and facilitating training for investigators in both the field and office.?? Performs work that requires the use of specified respiratory equipment that guards against exposure to airborne hazards. Complies with all Municipal, State, and Federal physical requirements as per respiratory protection standards and Self-Contained Breathing Apparatus (SCBA) guidelines. Develops and maintains the schedule of plan reviews, inspections, surveys, and complaint investigations for each separate program, maintaining regulatory compliance for plan review conduct, survey and inspection frequency, team composition, team member skills and prioritization concerning agency compliance and complaint history. ? Participates in budget preparation and develops duty schedule within budgetary constraints. Works a varying schedule. Performs other duties assigned. QUALIFICATIONS Education & Experience Requirements: Associate's degree in fire related field and five years of experience as a fire investigator. Equivalent education and experience may be considered. Licensing/Certification Requirements: Possession of an International Association of Arson Investigator or National Association of Fire Investigators Certification required. Fire Inspector I Certification by the State of Colorado Division of Fire Prevention and Control required; Fire Inspector II is preferred. Part 107 Drone Pilot License is required. NIMS IS 700, ICS 200, and ICS 800 certificates required within 6 months of hire date. Valid Colorado driver’s license with a safe driving record. Knowledge, Skills and Abilities: Knowledge of the policies, procedures and goals of the city of Thornton and the Fire Department. Knowledge of Constitutional rights, Colorado Revised Statutes, Thornton Municipal Code, and Model Traffic Code. Knowledge of the criminal justice system. Knowledge of UAS (drone) Operations Knowledge of Police Officer Standard Training (POST) requirements. Knowledge of the boundaries, streets, neighborhoods, and business areas of the city of Thornton. Knowledge of fire investigations, collecting and preserving evidence, photography, personal protective equipment, fire behavior, fire suppression operations, hand and power tools, computer, telephone and other equipment as trained. Ability to wear SCBA gear and/or respiratory protection. Ability to use standard office equipment, personal computer and job-related computer applications including electronic mail. Ability to listen well and communicate effectively with various audiences. Ability to research, develop and lead formal and informal presentations and discussions with diverse groups. Ability to establish and maintain effective working relations with city employees, supervisors, the general public, other jurisdictions and court officials. Ability to enforce ordinances, statutes and laws fairly, firmly and impartially. Physical and Mental Requirements: While performing the duties of this job, the employee is regularly required to balance, sit, stand, reach, walk, run, stoop, kneel, crouch, push, pull, lift, twist, demonstrate manual dexterity, grasp, talk, hear, and see. ?The employee must be able to physically restrain combative individuals. The employee is required to comply with all physical requirements of SCBA and/or any other respiratory protection equipment including passing all medical and fit testing. The employee is required to stay alert during prolonged periods of stationery or repetitive activity and to remain calm during stressful or possibly life-threatening situations.
