Our Office of Financial Management is in need of a Fiscal Consultant III with an emphasis on analytical abilities. This is professional and advanced work in developing, updating, and analyzing financial/rate models and assisting with the property tax levy process and debt management. If selected, you will work on special projects with other departments and exercise independent judgment and discretion for decision-making.The pay starts between $61,734.40 - $83,366.00, benefits begin within 60 days of hire, and you can work remotely up to two (2) days per week (after completing the six (6) month probationary period). About the PositionThis is professional and advanced work in financial analysis, debt management, revenue forecasting, and special projects with a heavy emphasis on analytical abilities. In this role, you will exercise independent judgment and discretion for decision-making while collaborating with groups and teams to create, analyze, interpret, and report on various fiscal-related projects throughout the county. Develop and maintain various data models, including but not limited to rate models, budget models, debt models, and revenue/expenditure models. Also, help coordinate rate model analyses by outside consultants.
Work on debt-related tasks for the Office of Financial Management (bonds, bank loans, commercial paper, conduit financings, etc.)
Collaborate with financial advisors, bond counsel, Clerk’s office, and rating agencies.
For debt funds prepare budget entries and budget amendments.
Prepare Board packages for debt-related items and present debt items and updates to the Board of County Commissioners.
Serve as the primary lead on revenue forecasting of major revenues with knowledge of various statistical methods of forecasting/modeling.
Research various topics, provide cost/benefit analyses, develop recommendations/proposals, and write memos to administration &/or BCC.
Support other routine analytical-based projects and tasks such as fiscal neutrality reviews, reviews of Community Development District (CDD) applications, economic analysis, monthly revenue reports, etc.
Collaborate with the Florida Department of Revenue, Elected Official offices, the Office of the County Attorney, and/or other government agencies.
About the ScheduleWork Hours:
Full-Time, 40 hour per week.
Monday - Friday, 08:00 a.m. to 05:00 p.m.
After meeting the 6-month probationary period this position allows employees to work remotely 1-2 days per week.
About YouMinimum Qualifications:
Bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Economics, Statistics, or other related field -AND- Six (6) years, or more, of progressively responsible professional experience.
-OR- Related professional experience or certifications may substitute for the required education.
-OR- CPA license may substitute for one (1) year of the required experience.
Preferred Qualifications:
Master’s degree in Accounting, Finance, Public Administration or a related field.
Prior government experience.
Florida CPA license.
