Fiscal Officer / Accountant I
Working/Functional Title Fiscal Officer Position Summary The Office of Undergraduate Education is seeking a fiscal officer (FO) to focus on accounting functions within Undergraduate Education with a focus on grants and programs that support first-generation and under-served student populations including within Migrant Student Services. This individual will serve as a liaison between units and the Undergrad Ed main administrative office, will manage and coordinate related financial and HR transactions, and will provide associated reports to inform leaders. Through work with unit leaders, this position will manage a variety of fund types. The duties for this Fiscal Officer position are summarized below. + Support existing accounts and process personnel transactions in the Office of Undergraduate Education. + Serve as a resource at the MAU level for units to resolve complex issues in the administration of operational functions. + Collaborate with administrators, unit directors, and fiscal officers to answer questions, make recommendations, and implement solutions for issues that may arise around day-to-day administration. + Work with leaders and university departments to resolve discrepancies, process transactions, and ensure compliance with university guidelines. + Review and approve financial documents. + Create financial documents to maintain accounts. + Work with clerical staff to request paperwork, provide direction, and exchange information. + Understand HR functions and related budgeting to successfully provide advice on and manage the personnel needs related to unit operations. + Coordinate with the HR unit to process all related HR transactions. + Review and approve HR documents. + Calculate salary costs to establish budgets, track salary expenses and encumbrances, and report status of personnel and related financials to stakeholders. + Work with leaders and colleagues to develop unit specific policies and procedures to ensure operational efficiency regarding the day-to-day operational needs of the unit. + Coordinate communications, events, and resources to support operations within Undergraduate Education. + Maintain confidentiality and use discretion with sensitive information and interactions. + Resolve conflicts using creative problem-solving. + Serve as a content expert on university procedures and protocols for processing transactions. + Analyze trends and make recommendations on how best to structure accounts, budgets, reports, and accounting string coding. + Follow best practices for managing and reporting on various types of funding and to ensure that funding is managed in compliance with relative rules and guidelines. + Coordinate the monthly reconciliation of accounts. Collate data, analyze, report results, and make recommendations to stakeholders. Monitor expenses and project balances. Minimum Requirements Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Accounting; one to three years of related and progressively more responsible or expansive work experience in financial statement and report preparation, general ledger accounting and budgeting; or an equivalent combination of education and experience. Additional Qualifications Strong basic algebra skills, attention to detail, cautiousness, and accuracy. Desired Qualifications Proficiency with Microsoft Excel software, including the ability to manipulate data via queries and pivot tables; experience with EBS functionality and reporting; experience with budget development, as well as KFS and SAP transactions; knowledge of MSU business policies and procedures and of human resources processes, strong multi-tasking abilities and organizational skills; strong communication skills, demonstrated productivity; strong work ethic and time management skills; and a collaborative approach. Spanish fluency also would be beneficial in this position.
