Fiscal Support Specialist

The Bureau of Family Health and Nutrition (BFHN), part of the Massachusetts Department of Public Health (DPH) is seeking a detail-oriented Fiscal Support Specialist to play an essential role in supporting the fiscal management of the Maternal, Infant, and Early Childhood Home Visiting Initiative (MA MIECHV). As part of the Division of Pregnancy, Infancy, and Early Childhood, this role will directly impact the program's mission to enhance services, improve community coordination, and provide comprehensive support to families in priority communities. Working alongside a dedicated team, the Fiscal Support Specialist will be instrumental in maintaining accurate financial records, coordinating grant applications, and supporting budget and fiscal monitoring activities at the state and local levels.

In this role, you will have the opportunity to collaborate with internal teams, vendors, and community partners to ensure financial processes align with program objectives. Duties and Responsibilities (these duties are a general summary and not all inclusive):

Process vendor invoices using the Virtual Gateway Enterprise Invoice/Service Management (EIM/ESM) system and maintain accurate expenditure records. Provide technical assistance to vendors for invoicing and unit rate billing, ensuring compliance and accuracy. Coordinate annual site visit processes, gathering essential documents such as invoices and payroll reports, and maintain vendor fiscal records. Assist in subrecipient monitoring by implementing fiscal Corrective Action Plans and enhancing vendor oversight efforts. Review fiscal documents, including contract packages and budgets, for accuracy and completeness to support fiscal integrity. Prepare documentation for grant applications, budget requests, spending plans, and monthly budget meetings. Develop and disseminate financial reports, charts, and tables to support fiscal transparency and program evaluation. Support the MA MIECHV team and other DPIE home visiting programs with logistical coordination and effective communication. Establish and recommend procedural improvements to streamline workflow and administrative consistency. Actively participate in the DPH Racial Equity Movement to support an inclusive and equitable work environment.

Required Qualifications:

Proficiency in general report writing and preparation of charts, graphs, and tables for effective data presentation. Knowledge of state and federal grants administration, including relevant laws, rules, and regulations. Ability to interpret and apply policies, procedures, and guidelines related to grants and contract administration. Strong skills in reading and analyzing grant proposals, contracts, and financial reports to make informed recommendations. Ability to gather and assess data from various documents to ensure accuracy and compliance. Effective communication skills, both verbal and written, with the ability to provide clear instructions and explanations. Competence in performing accurate arithmetical computations to support financial analysis. Strong organizational skills for maintaining detailed and accurate records. Ability to establish positive working relationships and interact tactfully with colleagues and external partners. Sound judgment and discretion when handling confidential information and sensitive data.

Preferred Qualifications:

Experience with managing federal grants.Familiarity of state and federal laws, rules, and regulations governing expenditures of state and federal funds; Knowledge of the Commonwealth of MA budget process and MMARS a plus Familiarity with the Virtual Gateway Enterprise Invoice/Service Management (EIM/ESM) system.Understanding of social determinants of health and a commitment to health equity, particularly racial equity.Proven leadership, communication, strategic planning, interpersonal skills and collaboration including confidence and ability to effectively engage stakeholders in challenging or deadline-oriented situations.

Substitutions:

I. An Associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.


Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
