Summary This position is located in Region 5, Inyo National Forest in Bishop, CA. This position is primarily responsible for managing the fleet program for the Forest, which includes analyzing the fleet program, fleet and equipment purchases, management of inventory, tracking the driver/operator qualifications, and data entry. For additional information about the duties of this position, please contact Aaron Amuriat at aaron.amuriat@usda.gov Responsibilities Assists in developing policies, oversees administrative procedures and operational oversight for all fleet management functions pertaining to the processing of vehicle and equipment. Provides advice and information on procedures and policies related to Fleet management in order to ensure there are enough vehicles and equipment for safe and efficient operations. Completes analysis such as utilization of fleet and equipment, and analysis on problems with equipment and recommends solutions. Prepares recommendations for new equipment and modifications of equipment. Prepares annual 5-year replacement plan. Makes recommendations on other routine fleet matters that are covered by instructions and accepted practices. Researches existing rules, laws, policies and precedents pertaining to fleet management. Advises employees and vendors on maintenance and operation requirements. Reviews monthly and quarterly EMIS reports, review of transaction registers, and working closely with unit fleet managers to ensure corrections and updates are made in the financial system. Basic Requirement 2150 Series: Undergraduate or Graduate education in Major study: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-11: You must have one-year specialized experience equivalent to the GS-09 in the Federal service. Examples of work experience are meeting three (3) or more of the following: Participated in the coordination, planning, and evaluation of a fleet and equipment management program on a long-term basis, to ensure the fleet program is effective and efficient; advised managers and employees on routine operations of a fleet and equipment management program; gathered data to track a fleet and equipment management program and prepared written communication on ways to improve the program; or participated in the coordination and facilitation of a fleet and equipment management program that included managing budget and expenditures. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree (Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR Three (3) years of progressively higher level graduate education leading to a such a degree or LL.M., if related ((Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR A combination of graduate level education and specialized experience that is directly related to this position that together meets the qualification requirements for this position. Only graduate education beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D. may be used to qualify applicants for this grade level (Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education Additional Information Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with Region 5 of the Forest Service within the local commuting area of Bishop, CA. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
