JOB DESCRIPTION:
The Navy Business Group currently has a career opportunity for Fleet training program analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.
The individual in this position will provide fleet training and readiness program analysis and assessment, and serve as an action officer for the USFF Fleet/Joint Training Directorate (N7). Program analysts have experience at the senior level including supervisory experience. Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.
The ideal candidate will be an experienced analyst and SME in naval training events and exercises (in particular, Large Scale Exercises [LSE]). Echelon III or higher staff experience and a working knowledge or understanding of U.S. Navy fleet training programs and the Optimized Fleet Response Plan (OFRP) are a must for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight (8) years of applicable program analyst experience in:
· U.S. Navy fleet and/or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies
· Managing/ prioritizing large, complex projects involving numerous stakeholders
· Team and/or project leader
· Leading working groups and cross functional teams
· Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables
· Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral format
· Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
Specific Functional Area duties include, but not limited to:
· Assist in the planning, execution, assessment and oversight of Large Scale Exercise (LSE)
· Provide subject matter expertise on planning issues across the full spectrum of LSE exercise lifecycle
· Provide support, analyze, coordinate, and provide administrative responses to formal, informal, emergent and routine tasks concerning planning and execution of LSE
· Provide recommendations and advice to USFF N7 government representatives in a variety of forums, meetings, conferences and working groups
· Understand and support exercise life cycle events
· Provide subject matter expertise during planning, execution, and assessment events covering a broad range of planning topics (e.g., exercise control, opposing force (OPFOR), manpower, etc.)
· Assist in coordinating and updating senior Government officials on the day-to-day execution of ongoing exercise lifecycle events
· Assist in researching, developing and/or coordinating various LSE event “hot wash” documents, after action reports (AAR), and post-event analysis
· Prepare calling, planning and summary messages for exercise events
**Qualifications**
REQUIRED BACKGROUND / EDUCATION / SKILLS:
· Bachelor of Arts or Science degree and Secret clearance
· Active military duty experience (more than 15 years) at the mid-grade to senior officer level
· Ten (10) years of experience in naval operations
· Eight (8) years of general training program analyst and Functional Area experience (12 years in lieu of degree will be considered); see detailed tasks above
· Two (2) years of experience in Naval exercise planning required, four (4) years of experience desired
· Broad knowledge of Department of the Navy organizational missions and Title 10 responsibilities and USFF command mission
· Superior writing and verbal communication skills and ability to work independently and closely with senior personnel
DESIRED BACKGROUND / EDUCATION / SKILLS:
· Three (3) years of applicable Program Analyst experience and demonstrated specific experience in exercise and training event planning and execution with flag level/general officers and senior executives
· Experience as an Echelon III (or higher) staff action officer
· Comprehensive understanding of all phases and policy documents of the OFRP / FRTP / FTC
· Understanding of the Fleet Command and Control (C2) structure
