This position will also be responsible for the fleet management budget and bulk fuel systems, along with c ollaborating with the Transportation Division Manager in the development and coordination of a system-wide comprehensive program. Requires a valid Class "B" Commercial Vehicle Driver's License with air brake endorsement is required or the ability to obtain the license within 12 months of hiring. Professional Fleet Management Certifications – possession of or ability to obtain one of the following within 12 months of start date: + CPFP (Certified Public Fleet Professional) + CAFM (Certified Automotive Fleet Manager) + CEM (Certified Equipment Manager) DESIRABLE EXPERIENCE: + Lead worker or supervisory experience in, hiring, termination proceedings, disciplinary actions, grievance proceedings, scheduling work assignments, administering employee performance evaluations and training employees. + Experience managing fleet and equipment operations for a government agency, school district, commercial business, private business, or related area. + Experience with fleet management software or implementing a fleet management system. + Experience working in a team environment building and maintaining relationships with co-workers from a variety of cultural and ethnic backgrounds who have different personalities, interests, and abilities. + Experience preparing work plans for fleet maintenance programs. DUTIES & RESPONSIBILITIES Supervises the activities and personnel in the Fleet Section. Assigns tasks, reviews work performed, prioritizes work and prepares work schedules. + Collaborates with the Transportation Division Manager in the development and coordination of a system-wide comprehensive program for preventative maintenance and repair of county vehicles and equipment. + Develops, implements and manages county-wide Fleet Capital Equipment Program that includes replacement analysis, justification, selector list development and 5-year plan projections. Also determines the acquisition and disposal method by preparing technical specifications and through using joint powers contracts. + Develops and monitors fleet management budget, including funding options, budget adjustment requests, grant opportunities, request justifications and program presentations to upper management and elected officials. + Manage County bulk fuel systems, including fuel island systems, and building generator fuel storage. Administer and modify computer tracking system for tracking fuel usage to ensure correct billing of departments. + Determine standard operational procedures that reflect fleet industry best practices for work group that are used to manage parts inventory, repair procedures, safety, vendor discount negotiations, vendor delivery expectations and outsourcing determinations based on current available resources, time and budget limitations. + Review, interpret, and understand government regulations, laws and rulings connected with fleet management issues. Develop policies, procedures and programs that reflect these issues and support County goals. Provide recommendations and manage factory recalls, warranty recovery, Homeland Security Tier II reporting, OSHA, DOE, MPCA, EPA, State and Federal regulations. + Conducts recruitment, selection, placement and training of staff. Evaluates performance of personnel, takes corrective actions as necessary. Establishes performance standards and goals. + Evaluates and assesses the need for maintenance equipment and personnel. Prepares budget information, monitors expenses and authorizes purchases. + Prepare annual work plans for fleet maintenance programs and annual objectives (seasonal equipment preparation and annual safety certifications); + Performs scheduled and unscheduled inspections of worksites and division projects and takes corrective action as needed to ensure that accepted standards, codes, and safety regulations are met. + Researches and evaluates technology, materials, procedures/practices, and equipment. Recommends adoption/usage as appropriate. + Participates in department and division planning including preparation of long-term fleet and equipment capital programs. Evaluates existing needs and deficiencies and recommend solutions. WORK ENVIRONMENT PHYSICAL AND MENTAL REQUIREMENTS: Work is performed within office setting. Equipment operation exposure, some amount of outdoor work to inspect work, equipment and facilities. Field work involves walking and intermittent vehicle operation. Equipment used includes general office equipment in addition to power and hand tools, two-way radios and diagnosis tools. While most physical work is performed by others, the Fleet Manager may assist workers at time and may lift up to 60 pounds. All assignments can include dealing with emotionally charged members of the public or with difficult staff issues.
