SMX is currently seeking a Flight Operations Manager to join the integrated program management office (PMO) and support the Mission Solutions Group portfolio of programs. This position is responsible for the management and direction of the day-to-day flight operations in the Philippines as well as assist in management of contract cost, schedule, and performance execution. The ideal candidate will provide leadership to the program team on staffing, training, administrative oversight, operations management, workforce management, budgets, sub-contracting, and property management.
**This position requires TS/SCI which requires US citizenship for work on a DoD contract.**
**Essential Duties & Responsibilities**
+ Allocates appropriate resources to ensure flight operations are executed in accordance with taskings and schedule
+ Assists in ensuring projects are completed within given time and budget
+ Utilizes corporate QMS processes to track program/project schedule and cost
+ Reports status, develops program/project-related documentation, implements lessons learned and
+ updates and maintains production and quality metrics for assigned program and projects
+ Interfaces with customer personnel and provides recommendations on prioritization of mission taskings
+ Conducts operational planning, execution and evaluation of a multi-faceted program that requires collaboration with customers to identify project priorities and efficiencies
+ Assists with operational planning of daily flight operations as well as spoke activities including crewing requirements, logistics, maintenance activities, and other activities as needed to ensure successful execution
+ Ensures that contract service, quality, and performance requirements are met and compliance with standard operating procedures (SOP) is maintained
+ Advises of any contractual issues that may result in Contracting Office action and of any anticipated or proposed adverse personnel actions
+ Works cooperatively with PMO leadership to develop short- and long-range goals, objectives, policies, and operating procedures in accordance with contract parameters
+ Works with human resources and talent acquisition to manage and oversee the recruitment, hiring, retention and development, training, and compensation of employees to assure compliance with contract requirements and HR policies
**Required Skills & Experience**
+ TS/SCI eligibility
+ Bachelor’s degree in business, management, or a related discipline
+ Relevant experience can be substituted for a degree OR 5 years’ experience in manned airborne C6ISR operations, preferably in a leadership role
+ Able to communicate objectives and requirements effectively to military and civilian personnel
+ Experience interacting with and briefing senior government and industry acquisition leaders on topics related to flight operations, programmatic, technology and financial status
+ Knowledge of process improvement techniques and ability to direct improvement initiatives
+ Budget management and execution experience
+ Previous experience supporting large contracts leading complex development, production, fielding of platforms, and/or support initiatives with technical objectives
+ Skilled coordinator of many different organizations and entities operating on a constantly daily updating schedule
+ Customer focused
+ Capacity to learn rapidly and adapt quickly to change
**Desired Skills & Experience**
+ 10+ years of management/supervision experience in aviation-related operations, logistics, or engineering fields/programs
+ Current Project Management Institute (PMI) Project Management Professional, Program Management Professional (PMP) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification, or ability to complete PMP requirements within 6 months of onboarding
+ Business development and technical proposal writing skills

The proposed salary for this position is:
$116,600—$194,400 USD
