For Benefits information Click HERE (https://slco.org/human-resources/benefits/) JOB SUMMARY Under the direction of a Professional Engineer (Engineering Manager or an assigned supervisor) prepare designs for engineering project in accordance with general engineering principles and Salt Lake County standards. Perform design and analysis of hydraulic and hydrologic systems. MINIMUM QUALIFICATIONS Bachelor's degree from an accredited college or university in Civil and Environmental Engineering plus three (3) years of related work experience as a professional engineer with progressive additional responsibility throughout the three years and which at least one (1) year is experience in Water Resources Engineering, hydraulic and hydrologic modeling. License(s): Professional Engineer licensed in the State of Utah, Certified Floodplain Manger (CFM) or ability to obtain within one (1) year of hire. Possession of a valid Utah driver's license at time of hire.. ESSENTIAL FUNCTIONS + Prepares engineering plans, typically using computer aided design software on Flood Control Ordinance Facilities, Natural Waterways, and Canal Systems. + Prepares flood studies on County Ordinance Facilities. + Acts as Construction Manager for projects on Flood Control Ordinance Facilities including natural waterways and canal systems. Manages and directs construction methods, requirements, and investigation of alternatives while projects are under construction. + Works within and understand the requirements of the FEMA Flood Insurance program. + Assists in the preparation of storm water master plans, feasibility and evaluation reports, right-of-way acquisition maps and legal descriptions. + Tracks and manages division programs such as flood control permits and impact fees. + Prepares, files and obtains necessary permits for construction projects. + Prepares Request for Proposal/Request for Qualifications and Scope of Work for consultants and recommends selections of engineering consultants. + Assembles all relevant information and prepares and recommends approval for contract pay estimates, change orders, agreements, and proposals. + Coordinates with other personnel from other County Divisions or consultants to obtain surveys, land acquisitions, and other services required for flood control project purposes. + Coordinates and attends meetings with other County Divisions, other government agencies, utility companies, citizens and developers to discuss projects and programs. + Reviews engineering work of junior engineers and engineering consultants. Recommend changes as required. + Assists in developing and monitoring project budgets. Ensure projects are completed within allocated budgets and time constraints. + Assists in recommending and prioritizing future projects and infrastructure upgrades, including assisting in creating five-year and twenty-year master plans. + Represent project engineer or manager as assigned. + Answers inquiries, complaints, and correspondences from public, including interpretation of County ordinances. KNOWLEDGE, SKILLS AND ABILITIES (KSA) Proficient Knowledge of: + Principles, practices, methods, and techniques of Civil Engineering + Principles of engineering mathematics + Estimating procedures + Principles of budget management, project management and cost control + Contract Administration + Design and specification preparation + Research engineering methods and best practices + Hydrology and Hydraulics + Hydraulic structures + Land surveying principles + Laws, codes, rules and regulations governing engineering functions Skills and Abilities to: + Analyze survey work and making basic technical computations and estimates + Draw plans by use of computer aided design software + Compile engineering data and statistics + Interpret engineering plans and specifications + Technical writing techniques + Communicate effectively, verbally and in writing + Manage conflict professionally + Effectively use Microsoft Office software including Word, Excel, PowerPoint and Outlook WORKING CONDITIONS AND PHYSICAL REQUIREMENTS Moderate physical activity. Walking through construction and development projects along uneven terrain and in inclement weather conditions. Sitting at work stations for prolonged periods.
