About the Position: You will serve as a the Food Service Specialist staff advisor and subject matter expert as well as a Food Program Manager responsible for directing and managing the installation Food Service Programs at Ft Hunter Liggett, CA. Responsibilities You will serve as the Food Service Program advisor and subject matter expert. You will be responsible for directing/managing the installation Food Service Programs to ensure that maximum results are achieved at the least cost. You will perform long-range planning to ensure efficient/effective provision and updating of equipment; food preparation, quality and facilities equipment, facilities, training, and personnel concerns. You will develop Food Service Program budget for training requirements within the food program. You will serve as the technical authority for food service contract management. You will review and validate Performance Work Statements (PWS) for contracting actions in support of food service operations. You will interpret technical policy, procedures and regulations and provide technical and administrative advice and assistance to resolve food service problems. You will prepare correspondence, briefings, plans, operations orders and/or fragmentary orders to support the Food Service Program operations/services. You will perform supervisory duties such as assigning work to employees and developing performance standards to evaluate employees' performance. Specialized Experience: One year of specialized experience equivalent to the next lower grade level in the Federal service, which includes: (1) Applying food service management methods and/or techniques to analyze and/or evaluate the effectiveness/efficiency of food service programs and/or operations; (2) Assisting with developing policies and/or procedures related to food service programs and/or operations; (3) Planning or executing contract administration functions related to food service; (4) Utilizing food management automated systems such as the Army Food Management Information System (AFMIS); and (5) Leading personnel or projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Contract Management/Support Food Service Managing Human Resources Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
