Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a FORCE INTEGRATION AND READINESS OFFICER, Position Description Number PDD2222000 and is part of the Mississippi National Guard. Responsibilities As a FORCE INTEGRATION AND READINESS OFFICER, GS-0301-11, you will serve as a primary staff member in the G3/5/7 with responsibility for force integration and readiness issues. 1. Plans, organizes, coordinates, implements, evaluates and provides technical guidance to units and major commands in the state. These tasks are completed as a result of detailed and comprehensive studies which require new or substantially modified work methods, procedures, and systems such as the feasibility of organization/reorganization, discontinuation, activation/deactivation, and location/relocation of units in the state's force structure. Determines the capability of a community to support a unit based compatibility, training areas available, physical facilities, size, etc. Maintains force integration by attending force integration staff officer training. Stays informed of force management decisions through understanding of command plan. 2. Develops and recommends plans, procedures and policies pertaining to programs such as military personnel development, equipment availability, unit assignments and utilization to improve readiness, maintenance and training. Advises management officials to adopt recommended proposals resulting in substantial changes in programs or procedures. Develops the state long range Force Integration Plan. 3. Analyzes the management of the state ARNG Force Integration Program. Integrates new doctrine and force structure in the most effective manner possible, while maintaining acceptable readiness levels. Provides general direction on force integration actions through publication of the state long range Force Integration Plans which include evaluation of each planned action in terms of structure, personnel, equipment resources, training plans and facilities. 4. Coordinates the development and update of Table of Distribution and Allowance (TDAs) and Modified Table of Organization and Equipment (MTOE). Analyzes new authorization documents, identifies conflicts, substantive changes and doctrinal issues, and recommends courses of action. Identifies and recommends priorities for integration of new doctrine and equipment into the existing multi-echelon, combined arms, and state training program. Establishes long term and near term milestones for force integration actions and ensures integration into the state training calendar. Develops and publishes letters of instruction for force integration actions. Manages information associated with force integration initiatives. Consolidates and provides analysis of systems-specific information contained in the Army Modernization Information Memorandum, Material Fielding Plans, organizational information found in the Table of Organization and Equipment (TOE), Force Modernization Master Plan (FMMP) and doctrinal information contained in field manuals, field and training circulars and Army Training and Evaluating programs (ARTEPs). Extracts and provides pertinent data throughout the chain of command and across functional boundaries. Serves as point of contact for equipment fielding with Headquarters, Department of Army (HQDA), ARNG, Program Manager (PM), other DA agencies, State area Command staff and subordinate units. Conducts and monitors new and displaced equipment transfers. Collects and evaluates feedback of same. 5. Performs other duties as assigned. Requirements Conditions of Employment Military Grades: E6-O3 CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. May occasionally be required to work other than normal duty hours, COMPENSATORY time may be required. 5. The duties and responsibilities of your job may significantly impact the environment. Wear of the military uniform is MANDATORY. 7. Participation in direct deposit is mandatory. 8. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. Qualifications This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Education Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
