Summary This position is part of the Office of Nuclear Energy - Headquarters, Department of Energy. As a Foreign Affairs Specialist, you will Foreign Affairs Specialist, developing and implementing policy and projects related to international cooperative agreements in support of the NE initiatives and coordinates policy priorities Responsibilities As a Foreign Affairs Specialist , you will: Conceptualize, manage and organize international dialogues, meetings, and conferences in support of NE programs pursuant to previously approved plans or proposals or in response to higher- level direction. Develop, evaluate and recommend the agenda and participants to foster desired outcomes. Lead discussions regarding the policy, funding, and institutional aspects of proposed initiatives between the United States and other countries. Strategize, plan and coordinate the development and implementation of international projects, cooperative bilateral and multilateral agreements supporting Nuclear Energy initiatives and ensures U.S. views are advanced. Provide in-depth analysis of engagement strategies, and reviews documents and decision memoranda involving a variety of sensitive international civil nuclear energy cooperation policy and program issues impacting NE programs. Develop current information on the policy changes and efforts of such countries with respect to next generation nuclear energy technologies, exports, and trade in nuclear goods and services, and provides recommendations for expanding cooperation and leveraging synergies with government, industry, academia and national laboratories. Requirements Conditions of Employment Qualifications BASIC REQUIREMENTS: Must have a Degree with a major or equivalent in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. (Transcripts must be submitted with application) or Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.(Transcripts must be submitted with application) or Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. For positions at grades GS-12 and above, this experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in A above, or (b) specialized professional work of a high level of difficulty and responsibility in one or more of these fields. This high level experience must have been in such specialized activities as (1) formulation of instructions and policy guidance for United States representatives in international organizations; (2) transport and communication involving knowledge of economic, political, and technical aspects of international aviation, shipping, inland transport, or radio, telephone, and telegraph, etc.; (3) cultural affairs involving formulation and operation of policy on large-scale international cultural exchange programs; (4) occupied area affairs involving problems of occupation of conquered or liberated countries, regions, or zones; or (5) other specialized international affairs such as analyzing public opinion and attitudes, evaluating specific conditions, trends, or forces in a foreign country, formulating policy on problems of petroleum resources or fisheries, etc., representing foreign interests, protecting American property or interests, arranging for conferences, or similar activities. In addition to meeting the above requirement application must also meet the specialized experience below: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 OF THE 4 of the following Providing advice and recommendations related to international cooperative policies, discussions, mechanisms, and agreements in support of the civil nuclear energy initiatives Organizing dialogues, meetings, and conferences on civil nuclear energy programs policy, funding, and institutional aspects of proposed initiatives of nuclear energy technologies development with international partners. Assisting in providing technical support on civil nuclear energy research and development activities, policies, and legislation related to in advanced reactors and fuel cycle technologies. Researching documentation to include financial data, policy considerations, current interest, and available infrastructure in candidate countries to recommend levels of participation efforts within U.S. foreign policy boundaries. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
