The Technical Capabilities Department (N923), within MITRE’s Intelligence Center, seeks a Foreign Materiel Strategist (Lead) to advance the delivery of high quality, high impact work for our sponsors, drive innovative solutions, develop department talent, and provide thought leadership across the interagency.

The Technical Capabilities Department combines deep technical expertise and operational knowledge to provide unique insights and solutions to the most challenging problems facing the US Intelligence Community and DoD. The department includes four mission-focused groups: Space Technical Intelligence (STI), Exploitation & Data Analysis (E&DA), Science & Technology (S&T), and Adversary Technical Intelligence (ATI). This position will be in the E&DA group.

Roles & Responsibilities:

The successful candidate will demonstrate expert ability to perform direct sponsor work to support and facilitate US Department of Defense (DOD) and interagency to conduct technical and strategic analysis related to the management of Foreign Materiel Program (FMP) capacities, capabilities, requirements and priorities. Specific support is needed in advancing the current state of DoD FMP’s processes, policies, and technical capabilities to support a wider range of customer requirements. This role will inform investments in scientific and technology capability areas that can enhance or accelerate foreign materiel exploitation projects across the FMP enterprise and work across MITRE projects, the USG, academia, and industrial partners to drive collaboration and modernization of the FMP.

Basic Qualifications:

Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.This position requires the candidate to obtain and maintain a Top Secret/SCI security clearance with polygraph and the ability to support a government sponsor on-site and from MITRE offices.Experience fostering an environment and culture of innovation, technical leadership, collaboration, camaraderie, and technical quality.Experience within a Service Intelligence Center’s Foreign Materiel Program, the Joint Foreign Materiel Program or supporting organization.Strong understanding of the FMP’s requirements, acquisition, and exploitation processes.Broad experience engaging across the DOD and Intelligence Community.Experience developing strategies and leading cross-functional initiatives.Demonstrated success working in small teams or independently in complex technical or sponsor dynamic environments.This position has an on-site requirement of 5 days a week on-site.
 

Preferred Qualifications:

Expertise in one or more of the following areas: foreign materiel program management, acquisition, or exploitation.Completion of the Foreign Materiel Program Officer Course.Basic understanding of the exploitation techniques utilized by the FMP.Demonstrated skill in identifying, evaluating, and critically exploitering technical solutions to find the best option for our government sponsors.Additional years of experience.Active Top Secret/SCI security clearance with polygraph.
