ARS employees are motivated through our industry competitive benefits package, our awards and recognition program, and personalized attention from ARS Senior Managers. **Responsibilities include** : + Comprehensive knowledge of principles, policies, and practices of Foreign Military Sales, as defined in DSCA Manual 5105.38-M, Security Assistance Management Manual. + Support the FMS process, to include recommendations for Letter of Request (LOR), development of Price and Availability (P&A), Letter of Offer & Agreement (LOA), and familiarity with automated tools, such as Defense Security Assistance Management System (DSAMS) and Security Assistance Manpower Resource System (SAMRS). + Comprehensive knowledge of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.02 and local instructions and procedures, as well as knowledge of roles and relationships. + Prepare, review, and modify procurement documentation (e.g., evaluation factors, Requests for Proposal (RFP), Statements of Objective (SOO), Statements of Work (SOW), Performance Work Statements (PWS), Technical Evaluations, and Justification & Approval (J&A)). + Provide case management expertise and guidance in addition to program documents, such as Program Milestones, Integrated Master Schedule, Transportation Plan, Test and Evaluation Master Plan, etc. + Familiar with technology transfer, export control, and foreign disclosure procedures and restrictions per applicable ITAR and Program Protection Plans. Ensure compliance with the Foreign Assistance Act (FAA), Arms Export Control Act (AECA), and related statutes and directives. + Plan, research, analyze, and assess system acquisition in terms of development, production, and deployment of weapons systems and associated equipment; formulate plans, and recommend effective strategies in meeting cost, schedule, and performance objectives. + Consolidate/synthesize data inputs from multiple programs, data inputs from multiple functional disciplines, and independent research into coherent products to support senior leadership decision processes and products. + Measure the efficiency and productivity of multiple acquisition programs; implement qualitative and quantitative research techniques – gather, analyze, and measure + Recommend viable solutions to complex program acquisition problems and pursue alternative courses of action. + Support program management reviews, senior-level meeting/reviews and IMP/IMS reviews. + Support acquisition execution; track progress with program milestones, identify discrepancies, and recommend actions. + Support activities that assist the program manager in assessing what programs are within schedule and cost baselines. + Draft and author quality program documentation (briefings, documents, plans, etc.) + Have a knowledge of roles and relationships between AF Security Assistance Center, Defense Security Cooperation Agency (DSCA), and State Department, and understand related policies and procedures. + Understand inherent responsibilities to political and cultural sensitivities for the sponsoring FMS customer. + Understand End Use Monitoring and Third Party Transfers requirements and procedures. + Understand both Security Assistance objectives and diplomatic mission of the supporting US Embassy representatives as well as applicable bilateral security agreements, including the CISMOA. + Other duties as assigned. **Minimum Qualification:** + Must be a U.S. Citizen + Active Secret Clearance + Bachelor’s Degree + Expert knowledge of DoD Acquisition and DoDI 5000 series + 10+ years of experience working in DoD acquisition + 5+ years of experience working in FMS Case Management Programs + Available to travel OCONUS + Conduct international teleconferences outside of normal business hours + Direct experience with acquisition reporting Preferred Qualifications: + Conceptual understanding of programmatic and technical issues related to tactical data links, aerial networks, support tools such as tactical exercisers for USAF fighter aircraft, and network management tools. + Experience interacting with PEO Staff, Air Force and/or DoD Headquarter Staff. + Experience in more than one acquisition discipline, especially program management and financial management.
