FY26: Instructional Specialist, Academic Programs, 1.0 FTE

SUMMARY DESCRIPTION OF CLASSIFICATION:
Under the direction of the Director of Academic Programs within the Division of Teaching and Learning, the Instructional Specialist provides support in the design, planning, implementation, and evaluation of countywide academic programs in order to improve and increase access to programs offered by MCPS. The specialist works collaboratively with the director, division colleagues, school-based staff, and external stakeholders to promote equitable access to district programs, support professional learning, and improve student outcomes. The role includes data collection and analysis, project management, facilitation, community engagement, and coordination of program activities aligned with the Blueprint for Maryland?s Future and the district?s strategic plan.PHYSICAL DEMANDS: NoneSPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some evening meetings with parent or community groups.

KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of curriculum design, instructional strategies, and equitable access frameworks. Knowledge of distance and blended learning models, as well as the Maryland College and Career Ready Standards and the Blueprint for Maryland?s Future. Demonstrated ability to use data for program improvement, equity analysis, and student outcome monitoring. Strong organizational and project management skills. Excellent oral and written communication skills, interpersonal skills, and the ability to build collaborative relationships with diverse stakeholder groups. Familiarity with instructional technology tools, online platforms, and program evaluation practices. Ability to work independently, manage multiple priorities, and respond effectively to school and department needs. Must have knowledge of or be able to quickly obtain knowledge of and apply of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).

EDUCATION, TRAINING, AND EXPERIENCE:
Master?s degree from an accredited college or university in education, curriculum and instruction, or a related field. Minimum of five years of successful teaching experience. Two years of experience in curriculum development, instructional leadership of program coordination. Experience supporting diverse learners, including students with disabilities and Emergent Multilingual Learners, preferred.CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland State certification requirements for a teaching or specialist area.
