Program Overview:
FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
Position Summary:
The GEDSI & Safeguarding Manager will oversee consistent implementation of Abt Global’s Child Protection (CP), Prevention of Sexual Exploitation Abuse and Harassment (PSEAH) and Fraud policies and procedures across the Platform and ensure all sector program activities meet Abt Global’s and DFAT’s safeguarding requirements. Working within the Cross-Cutting Hub this position will support to develop, implement and periodically review/ update the GEDSI Strategy and Action Plan and the Risk and Safeguarding Management Plan for the Platform and ensure GEDSI and other safeguarding considerations are effectively integrated across all program activities and operations.
Key Responsibilities:
Contribute to the development and implementation of the FPSP GEDSI Strategy and Action Plan and the Risk and Safeguarding Management Plan. Develop and ensure consistent implementation of GEDSI, Child Protection (CP) and PSEA policies and procedures across the Platform and sector programs, in collaboration with the Safeguarding Center of Expertise. Collaborate with Performance, Learning and Communication Hub to develop monitoring, evaluation and learning processes for GEDSI program outcomes. Provide technical support to Platform Hub Teams, including HR, procurement and operations teams, sector program staff, partners and other key stakeholders to ensure mainstreaming of GEDSI into activities and support on CP, PSEAH and Fraud matters. Provide technical input and oversee development and delivery of Fiji-specific, culturally appropriate GEDSI, CP and PSEAH training for high-risk partners and other external stakeholders where necessary. Oversee, advise on, and approve CP, PSEAH and Fraud activity risk assessments. Oversee the development of, and provide technical input into, CP and PSEAH Corrective Actions Plans for partners as required. Provide support to the Safeguarding Specialist to work with partners to become compliant with minimum safeguarding standards. Provide support to the GEDSI Coordinator and Disability Inclusion Specialist to work with Platform and sector program staff to integrate GEDSI in all activities. Mentor and guide the Safeguarding Specialist, ensuring compliance with all Abt & DFAT policies, manage their inputs towards reviewing and tracking CP, PSEAH & Fraud risks, and providing training and support Platform and sector program staff, and external stakeholders. Mentor and guide the GEDSI Coordinator and Disability Inclusion Specialist, ensuring compliance with all Abt & DFAT policies and strategic plans, manage their inputs for monitoring and tracking GEDSI outcomes and providing training and support provided to Platform and sector program staff and external stakeholders. Respond to any reports or disclosures of child exploitation and abuse, sexual exploitation and abuse, or policy/code of conduct non-compliance in accordance with established Abt & DFAT procedures and coordination of corrective actions with the safeguarding Center of Expertise. Participate in internal and external audits on CP, PSEAH and Fraud compliance. Communicate all CP and PSEAH policy and procedural changes to FPSP staff and partners to ensure awareness, understanding and consistency of application of the policies. Serve as the central contact point for queries about child exploitation and abuse, sexual exploitation and abuse, or policy/code of conduct non-compliance and Child Protection and PSEAH in general. Lead the Program GEDSI and Safeguarding Community of Practice to support consistent implementation of GEDSI and safeguarding priorities, and enhance cross-program learning; and attend the corporate Safeguarding Community of PracticeGeneral Work effectively with Cross-cutting Hub Teams and the other Platform Hubs to ensure integration of GEDIS and safeguarding priorities with climate priorities to enable a coherent and effective implementation of these across FPSP and sector programs. Key Deliverables:

Demonstrated experience related to social and environmental safeguards risk assessment; and implementing safeguards focused on child protection and/or prevention or sexual exploitation abuse and harassment. Demonstrated experience in social work, public health, gender, and disability equality and or related fields in international development, social sciences, and public policy Comprehensive understanding of DFAT’s Environmental and Social Safeguard Policy, including child protection, PSEAH, environmental safeguards and health and safety. Comprehensive understanding of DFAT’s Gender Equality Strategy and relevant tools and frameworks for disability, gender and age inclusion. Experience managing investigation processes and handling sensitive information with the utmost discretion. Commitment to equity-centered, rights-based, intersectional, survivor-centered and trauma informed approaches. Demonstrated ability to communicate and coordinate between program and corporate requirements on GEDSI and Safeguarding. Ability to build and maintain strong relationships with a diverse range of stakeholders, including colleges, partners, government officials, and other key internal and external stakeholders. Excellent analytical and writing skills including the preparation of reports, briefs and policy analysis for executive audiences and key stakeholders. Experience working on DFAT projects is highly desirable.How to apply:
