Job Purpose

To support the designing, implementation, and monitoring of Oxfam Pilipinas’ Gender Justice (GJ) Portfolio work and Theory of Change based on agreed deliverables; provide support to the Gender Justice Portfolio Manager in managing all relations, deliverables, activities, and communications across the entire project life cycle of assigned short-term projects under the GJ Portfolio.

 

What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

Essential

At least three (3) years of in-depth experience in managing, coordinating, and implementing big-ticket gender-related projects. At least three (3) years of relevant experience in technical advisory, advocacy, campaigns, influencing work, project design and management around gender justice and social inclusion, peace, culture and education, and women, peace and security (WPS), and feminist approaches and principles. Knowledge of gender mainstreaming and gender justice programming initiatives and programs. Demonstrated competencies in proposal development, research and project management cycle, especially in areas of planning, implementation, monitoring, evaluation learning, financial management of budgets, and donor report writing. Experience of and ability to build, sustain, and manage strong partnerships and work collaboratively with various organizations in different geographic areas including government agencies, CSOs, NGOs, and private sector institutions. Strong interpersonal skills and ability to work in multicultural settings and with community groups of varying backgrounds, developed capacity for tact, diplomacy and negotiation. Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting. Proficiency in designing and managing organizational, portfolio, and project meetings, activities, and workshops, such as creating, documenting, and facilitating programs and processes. Excellent communication skills with fluency in written and verbal communication (i.e., English and Filipino). Proficiency in using basic MS Office applications (Word, Excel, and PowerPoint). Good people management skills with a good understanding of team development.

Desirable

Demonstrated knowledge and experience in gender and development, gender equality and women’s empowerment, gender analysis, and gender mainstreaming. Knowledge of Do-No-Harm and feminist principles. Proficiency in designing, facilitating, and documenting workshops, meetings, and conferences. Skills and knowledge in influencing, network, and alliance building Experience in community-based projects will be an advantage. KEY RESPONSIBILITIES:

Serve as the deputy of the Gender Justice Portfolio Manager in designing, implementing and monitoring Oxfam Pilipinas’ Gender Justice (GJ) country strategy, portfolio workplans and theory of change based on agreed deliverables.

Portfolio / Project Management

Oversees the day-to-day management, coordination, and implementation, including the execution of tasks such as report preparation, end-of-project activities, good partnership coordination, maintaining and managing online project management tools, forecast, and top-up among others of the EU Peace BRIDGE Project, in close coordination with the Gender Justice Portfolio Manager. Lead the coordination of the EU Peace BRIDGE Project’s Management meetings and see through the implementation of agreed action points of the Project Management Team. Participate in staff meetings and see through the implementation of agreed action points Support the Portfolio Manager in facilitating the grant process to partners, ensuring compliance with Oxfam’s mandatory procedures on appraisals, partner selection, monitoring, reporting, and project closures. Supports the Gender Justice Portfolio Manager in designing and implementing Oxfam Pilipinas’ gender mainstreaming plan and initiatives. Ensures administrative and logistics procedures are followed in all relevant activities of the Gender Justice Portfolio and assigned projects in close collaboration with logistics and admin officers. Support the consolidation and preparation of the GJ Portfolio’s reports during staff meetings, Oxfam Pilipinas-wide and GJ mid and year-end assessment and planning, and other meetings as may be assigned. Supports the Project / Portfolio Manager in sharing information on project progress and learnings and addressing challenges affecting the assigned project/projects. Ensures that the project's communication strategies and activities align with Oxfam Pilipinas’ procedures.

Partnership Management

With the Project / Portfolio Manager, ensures that project partners are equal stakeholders in project management, reporting, and MELSA and that the way that we engage with partners in these areas is empowering, principled, and fully aligned with Oxfam Pilipinas’ partnership standards and requirements. Coordinates with the EU Peace BRIDGE partner organization to ensure that all reports are submitted in a timely manner and in accordance with donor and Oxfam requirements. Collaborates early to identify potential delays, challenges, or capacity gaps and coordinates with colleagues to address and rectify them. Supports the timely conclusion of contractual arrangements with partner organizations under remit, ensuring that the process unfolds in line with the spirit and intent of Oxfam Pilipinas’ partnership requirements and standards. Provides and ensures open access to both him/herself and the wider Oxfam team, promoting continuous dialogue and ongoing feedback from partner organizations within his/her portfolio.

 

Other Responsibilities

As assigned, represent Oxfam externally and positively contribute to the promotion of gender justice and take an active role to contribute to knowledge sharing and program development, where possible and relevant. Perform priority organizational tasks related to his/her competencies, as may be assigned occasionally.

 

Contract Length: Fixed term 12 months subject to renewal annually
