The primary purpose of the position, GS-0801-13, General Engineer is to perform facilities engineering program and project management for a variety of funding sources to include Military Construction Program (MILCON), Military Family Housing (MFH), Non-appropriated Funds Program (NAF) Base Realignment and Closure (BRAC) and other US and host nation programs. Responsibilities -Program Management: Execute projects and programs for substantial new construction, renovations and improvements for real property facilities. -Installation Support: Collaborate with engineers, scientists and other expert personnel to ensure effective identification, evaluation, and solution of complex engineering project program management. -Resource Management: Advocate for funds in support of assigned projects/programs. -Technical Expertise: Maintain current knowledge of events, technology, policies, and engineering procedures. -Communication: Communicate critical issues to other staff agencies, installations and superiors. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirement (IOR) for the GS-801, General Engineering Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-0801 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade GS-12, or equivalent in other pay system. Specialized experience is described as the ability to serve as a technical authority to resolve difficult engineering problems and issues; as well as plan, design, monitor and evaluate complex programs and projects, professional engineering concepts, principles and practices applicable to a broad range of structures and infrastructure. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of current US laws and regulations, instructions, policies, directives, and applicable international agreements as they pertain to assigned programs. 2. Knowledge of Air Force programming, budget, and funding process. Ability to forecast, develop, and evaluate resource requirements pertaining to assigned program(s). 3. Broad knowledge of all phases of Civil Engineer functions with special emphasis and professional knowledge of engineering design/construction and program management. Knowledge and understanding of professional concepts, principles, theories, and state-of-the-art practices applicable to the most complex projects. 4. Thorough knowledge of design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing assigned contracts/programs. 5. Ability to develop concise written technical information appropriate for any specific audience. Ability to effectively communicate via formal briefing or in a public speaking forum. Ability to utilize personal computers and the Internet to analyze, collect, and disseminate information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
