Auckland One Rail (AOR) is a joint venture formed by Comfort Delgro Group and UGL, providing whole of life asset maintenance and engineering services, including rollingstock preventative and corrective maintenance, Overhauls and refurbishment programs. Job Purpose
This key position is responsible for overall management of the People Culture function, supporting the business through the provision of people strategies and legislatively compliant IR/ER advice.
Lead the learning and capability across Professional, Operational/Technical and Customer Experience requirements, leading recruitment/talent management and the development and implementation of policy, process and other service initiatives which add value to the business.
The position will be the driver of initiatives and tools to enhance the performance of people, embed cultural change around the AOR values and to work with leaders to support enabling our people to be their very best and to instill a mindset of continuous improvement.
Responsibilities
• Build strong and productive working relationships with Auckland One Rail leaders at all levels, and drive a customer-focused, business partnering service ethos across all areas of People Culture, ensuring the timely and accurate delivery of all human resources services
• Provide quality advice, counsel, guidance and support to Auckland One Rail leaders, and the Auckland One Rail employees across the full range of the human resources function, including employee and industrial relations matters in accordance with Auckland One Rail policies and legislative frameworks
• Ensure leaders are supported and equipped with the skills to manage and drive human resources matters and initiatives to meet strategic objectives and build their human resources capability, and coach leaders through the resolution of human resource issues
• Plan and lead negotiation, both individual and collective with the Rail and Maritime Transport Union, demonstrating solid knowledge of and skills in the collective bargaining process and its legislative requirements as well as a strong understanding of the impact of IR issues
• Apply a collaborative, consultative approach, ensure a sound relationship with employees and their representatives, and support positive and progressive workplace relations consistent with Auckland One Rail’s workplace relations strategy
• Work with the Chief Executive Officer and executive peers to understand current and future organisational needs and develop an organisational strategy that aligns with Auckland One Rail Auckland’s needs and objectives
• Provide change management planning and implement coaching and support to leaders in change management
• Be involved, as requested, in one-off projects that occur from time to time
• Build individual and organisational capability and knowledge across Professional, Operational/Technical and Customer Experience teams to meet current and strategic requirements
• Support the delivery of learning and training programmes through the AOR Operational Training team and external providers considering appropriate delivery channels
• Assess training delivery and reconfigure to ensure that practical training delivers qualified staff to meet City Rail Link timetables and other projects as required
• Oversee recruitment ensuring that Auckland One Rail attracts and recruits the best talent to build organisation depth
• Ensure customer-focused PC service delivery excellence across the entire employee lifecycle, applying exceptional process and project management to enable effective and cost-efficient HR service delivery; provide the organisation with meaningful analytics to enable business improvement
• Develop, implement and maintain robust PC policies, strategies, initiatives, procedures, processes, systems and projects to ensure Auckland One Rail is legislatively compliant and to support future growth and cultural change
• Manage the use of financial resources for People and Culture Department within budget
• Build, lead and manage a strong, effective and highly engaged team capable of delivering required objectives
• Build capability within the People and Culture team, including succession planning
Essential Criteria
• Demonstrated and successful experience in the leadership of a multi-disciplined human resource teams, including specialist areas such as employee relations, organisational and employee development, learning and capability and change management
• Successful experience in an active industrial relations environment, including at collective bargaining and negotiations, and the ability to provide advice and guidance to line management and effectively manage industrial relations processes
• Tertiary qualification in Human Resource Management or related field is highly desirable
• Excellent conceptual, analytical, and consultative skills and knowledge of contract administration / negotiation.
• Demonstrated capacity to manage and implement major organisational change.
