Summary
This position has primary responsibility of assisting the Chief Transportation Officer in all aspects of the management and oversight of the Transportation Department, ensuring that all facets of the department are operating in an efficient, organized, and well communicated manner. This position is responsible for directing and ensuring the department’s Safety initiatives are of the highest standards in order to provide the safest operation possible. It will also have direct oversight of operations planning involving various events for the operations division of the company. This position will have oversight responsibilities over all operational areas (Terminal Operations, Field & PM Operations, Train Operations) as well as Project Planning, and Operational Support & Analysis functions of the department. This position also has primary responsibility to challenge the status quo and seek continuous improvement in all aspects of operating and administrative responsibilities by conducting continuous reviews of the department’s current practices,
implementing new procedures and finding areas where technology can assist the department and/or organization achieve its goals.
Responsibilities
Responsibilities may include but are not limited to:
+ Assist in directing and overseeing the operation of the Transportation Department, ensuring the daily operation is functioning in an efficient and effective manner. This includes the department’s budget, analysis, all facets of train operations - planning, implementation of service, incident responses, employee safety, risk mitigation, On Time Performance (OTP), and review of our operation across the entire division. Provide oversight of all Train movement, Terminal operations, Field Operations, Project Planning and Budget/admin functions.
+ Represent the Chief Transportation Officer and effectively work with Transportation department staff, representatives from other departments within the organization, corporate senior management, as well as personnel from all MTA agencies and outside entities. This position will fill in for the Chief Transportation Officer in their absence. This position will author the Operational Text messages and Executive Notifications when instructed and necessary.
+ Provide direct oversight of the department safety plan which includes both employee and operating safety plans. Chair department meetings regarding safety, periodic review and updating of safety plans, implement plans to prevent, mitigate and in response to safety incidents. Work with corporate safety to address safety concerns, follow ups to operating incidents, including participation at the President’s quarterly safety meeting. Provide direct oversight of the corporate operating safety rules.
+ Review and institute rules, policies, and procedures to comply with regulatory requirements. Provide department representation for RSAC participation, provide responses to RSAC NPRM’s, and enact rules and procedures to comply with FRA final rules.
+ Direct the department’s management development and succession planning programs, ensuring development, maintenance, institution of proper procedures, and continuous updating of plans are in place. Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals.
+ Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Lead by example.
+ Provide guidance for the development of the department’s annual budget, ensuring that it properly addresses the business requirements of the department. Ensure institution of efficient budgetary controls and clear procedures are in place for accurate reporting/development and coordination and tracking of roll ups for the operations division in relation to weather events, special events/projects, severe service disruptions. Maintaining, tracking, billing, and oversight of non-traction utilities for the operations division as well as other departments. Work to ensure the departments and organization’s needs are identified and met in capital funding.
+ Oversee employee discipline process and make final decisions for department as required. Work with Vice President of Labor Relations and the Trial Office on discipline matters. Meet with various labor organizations to address discipline matters. Participate in union appeals on discipline for the department.
+ Oversee the corporate incident response structure. Act as Incident Commander in the situation room when activated. Ensure regular program update, train employees on programs and institute when necessary. Fill roster positions, maintain a pool of personnel to fill positions and coordinate coverage. Oversight of company operations center. Work with other departments to ensure proper support is given to the operations center during normal and perturbed operating conditions in order to maintain train service. Oversee departments transition towards a centralized train control operation and a true operations center. Oversee the department and supervise corporate operations planning for events, large infrastructure projects, weather events and programs. Supervise the updating of the corporate Winter Storm Operating Plan and Hurricane Plan. Ensure lessons learned sessions are conducted and followed through.
+ Oversee the collection and analysis of statistical data (OTP), operational data across the operating departments and qualitative analysis of key operating practices within the Transportation department including but not limited to Emergency Action Plans (EAP), Standard Operating procedures (SOP), guidelines and manuals. Oversee the department’s administration group. This group will ensure a quality assurance program is followed which will focus on (but not limited to) management controls, project management, department policies and procedures, full support for the operating areas, all human resources needs, production of regular reports, develop and maintain all required documentation controls and provide for the department’s technology needs. Ensure compliance to all accepted audits, recommendations, perform yearly vulnerability studies and ensure mitigations are in place.
+ Direct, oversee, and oversee the department’s strategic initiatives in terms of technology are being catalogued, communicated, coordinated, and implemented within the department and IT.
+ If an applicant is Engine Service Qualified (ESQ), maintaining a valid Locomotive Engineer Certification and is not on the active-duty Locomotive Engineer roster, they will be required to provide Engine Service coverage during Engine Service manpower shortages.
Qualifications
+ Must have a Bachelor's Degree. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
+ In lieu of a Bachelor’s Degree, a candidate may be chosen if (s)he possesses a minimum of 15 years’ demonstrated transportation experience, 8 of which must be demonstrated operations managerial experience.
+ Must have a minimum of approximately 12 years of experience with at least approximately 8 years management operating experience in progressively responsible management positions.
+ Must be fully qualified on Operating Rules, Physical Characteristics, of the LIRR and NORAC operating rules in addition to FRA Regulations.
+ Must be available 24/7 to provide oversight to LIRR’s 24/7 train operations.
+ Must be proficient in critical thinking, analytical, judgment, and problem-solving skills.
+ Must possess strong interpersonal, written, and oral communications skills.
+ Must possess strong team building skills to manage diverse groups with varying agendas while displaying diplomacy.
+ Must possess proven leadership and the ability to effectively balance multiple responsibilities and duties simultaneously.
+ Must have a strong understanding of Labor Relations process, applicable labor agreements, work rules, and trial office procedures.
+ Must have experience working with force account, MTA C&D, outside contractors, and outside / sister agencies/railroads to ensure all planned and unplanned work is seamlessly integrated into the railroad’s service plan with the least disruption to our customers.
+ Must have the ability to formulate plans and develop solutions to complex issues.
+ Must be able to manage the budget process effectively.
+ Must have the ability to maintain a strong working relationship with various labor organizations in order to work through day to day and complex issues.
+ Must possess the ability to manage department's administrative responsibilities effectively.
+ Must be proficient on LIRR operations particularly the operations division.
+ Must be well-versed in LIRR policies and procedures.
+ Must have experience in a policy-making position(s).

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
