Summary You will serve as a GENERAL SUPPLY SPECIALIST in the PROJECT MATERIAL MANAGER BRANCH (CODE 522), SUPPLY MATERIAL SUPPORT DIVISION, SUPPLY DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will serve as a Project Material Support Coordinator (PMSC) of the Industrial Support Activity Supply and Logistics Department at Portsmouth Naval Shipyard Detachment, Point Loma San Diego, CA. You will support the execution of the logistics of material, tools, and consumable handling from job planning to job execution. You will manage the identification and resolution of a myriad of unstructured material problems and barriers by developing process improvements. You will routinely discuss logistics, administrative, schedule, and budget matters with shipyard managers. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in logistic activities such as: ordering, expediting, receiving, and inspecting materials required for the repair and alteration of ships during availability periods. Experience developing and executing the planning and coordination of complex acquisition plans for all vessels supported by a detachment or command. Experience independently analyzing and resolving difficult issues and problems related to material support of all work in a detachment. Experience evaluating the efficiency of a detachment supply department and recommend improvements in identified areas. GS-11 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in logistic activities such as: ordering, expediting, receiving, and inspecting materials required for the repair and alteration of ships during availability periods. Experience consulting with the supervisor on projects to initiation, developing deadlines, and identifying personnel resources. Experience utilizing initiative and resourcefulness in researching and implementing existing, and updates supply methods and procedures. Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
