Woolpert is hiring a GeoBase Regional Support Analyst (Geospatial Specialist II) to work on site at either Langley Air Force Base (AFB) in Hampton, VA, Joint Base Andrews in Prince George’s County, MD, or Bolling AFB in Washington, D.C.

 

GeoBase Analyst will be part of a dynamic fast-paced team supporting United States Department of the Air Force (DAF) installations for the Air Force Civil Engineer Center (AFCEC) GeoBase program. Analyst will support installations worldwide, utilizing Esri ArcGIS desktop and enterprise solutions to meet installation and GeoBase program geospatial requirements in coordination with GeoBase Service Desk managers.

 

Responsibilities

As a GeoBase Regional Support Analyst (Geospatial Specialist II) at Woolpert, you will: 

Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabaseCreate, update, and produce a variety of installation, range, and vicinity maps, drawings, plans, and other graphic representations using cartographic techniques to represent spatial dataPerform data quality assurance and control, ensuring compliance with Air Force and Department of Defense geospatial data standardsPerform regular and frequent data updates in coordination with analysts or government personnel located at DAF installations and other locationsWork closely with end users in the Air Force installation GeoBase offices and other base organizations to support GIS requirements, technical issues, and training needs such as data stewardship, ArcGIS applications, SDSFIE data model, enterprise capabilities, and GeoBase program objectivesUtilize the GeoBase Agile framework to enable task visibility and project transparency to AFCEC client:Use Agile platform (Jira, Confluence) to record all processes and tasks, and manage all projectsMaintain detailed continuity folders and AF GeoBase Knowledge Base, documenting current installation-specific workflows, Standard Operating Procedures, and GeoBase program functional processes to ensure sustained and reliable operationsCoordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners, including disaster response and emergency mapping and analysis supportCreate and maintain installation and AF enterprise geospatial metadataPerform complex GIS data analysis, extraction (digitization), and geocoding processesIntegrate geospatial imagery, lidar, survey, and field collected data into the GeoBase enterpriseMigrate or convert legacy GIS, CAD, non-spatial, and tabular data to GeoBase standardsAnalyze current processes and recommend improvements or other best practice solutionsMaintain data for archival storage, record keeping, and inventory of source data and mapsWork with GeoBase Portal content managers and technical teams to create or improve data and geoprocessing services for enterprise availability to all system users

 

Qualifications

Minimum Requirements

U.S. citizenship.Two (2) to four (4) years of geospatial experienceActive Tier 1 Investigation (National Agency Check and Inquiries NACI), security clearance, or the ability to pass a Tier 1 InvestigationWillingness to undergo a pre-employment background check and drug screeningExtensive knowledge of Esri ArcGIS software and capabilities:Two (2) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS ProTwo (2) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL)Two (2) years of experience in a role requiring:Excellent problem-solving and consulting skills with emphasis on client and team member engagementProven experience providing excellent customer serviceStrong technical proficiency using Microsoft Office productsExcellent written and verbal communication skills necessary for our dynamic working environmentAttention to detail and proven experience meeting data quality assurance and accuracy standardsStrong organizational, time management, and analytical skillsAbility to work independently, collaboratively as part of a team, and as a member of a large organizationAbility to offer constructive feedback and problem solving, as well as clear direction to support goals

 

Preferred Qualifications:

Experience with the DAF GeoBase programExperience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), GIS data standard, or other defined spatial data modelProficiency with Esri ArcSDE, ArcGIS Server, or ArcGIS EnterpriseProficiency using ArcGIS Data Reviewer extensionExperience with GIS databases, database management software, Oracle, or SQLProficiency in processing and using geospatial imagery and lidar dataExperience with Agile project management methodology using Atlassian or similar platformsEnterprise GIS experienceExperience with DoD geospatial data and systems
