Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS) with one vacancy in Seattle, WA or Corvallis, OR. Responsibilities As a Geodesist, you will perform the following duties: Serve as Regional Geodetic Advisor and liaison between the National Geodetic Survey (NGS) and its regional public, and academic and private sector constituents who manage the geodetic component of geospatial activities tied to the National Spatial Reference System (NSRS). Provide expert guidance and assistance to local partners and constituents performing geospatial activities that are tied to the NSRS. Provide administrative direction in guidelines, decisions, methodology, interpretation and evaluation processes caused by changes in program, technological development, unknown phenomena, or conflicting requirements. Provide technical expertise and authoritative advice to regional constituents in the use of geodetic products and services, and identify opportunities for improving them through engagement with geospatial, surveying and mapping communities. Maintain awareness of current developments in geodetic science technology, updates and improvements to geodetic reference systems, and application to geospatial activities. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14. POSITION REQUIREMENTS: This position requires the operation of a Federal motor vehicle. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Degree: geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus. OR B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Using geodetic survey instrumentation to develop and implement field geodetic surveys including Global Navigation Satellite System (GNSS) surveys, geodetic leveling surveys and high precision geodetic surveys; and Designing and conducting geodetic surveys using GNSS and classical surveying techniques to evaluate and test new geo-positioning technology systems.
