Responsibilities Develops policy, guidelines, technical standards and procedures for fluid minerals industry use of public lands. Includes new concepts, methods, and techniques for program guidance, program evaluation and oversight, and training and resource needs. Provides policy recommendations on issues specific to the compliance and operations program, i.e., technical discussions for oil and gas measurement, well control, production record reviews, drilling and production, and protection of the environment. Provides technical support for critical review and oversight of reports generated by the states, ensure compliance with the BLM manuals, procedures and practices. Translates these findings into recommendations, identify trends, and potential risks. Guide recommendations for presentations by senior leaders to the Hill, the DOI and other offices. Represents the BLM in meetings and conferences with other agencies, governments, special interest groups, private industry and the public to obtain viewpoints and offer information and advice regard national level compliance program initiatives. Assesses the performance, achievements and effectiveness of the compliance program to ensure program objectives are being met and whether major changes are needed in the program to meet future demands. Developments and maintains of performance measures through the use of workload assignments and priority issues Develops and prepares regulations to implement requirements of statutes that affect the fluid minerals program. Reviews and recommends revisions to existing regulations to ensure conformance with new or existing statutes. Requirements Conditions of Employment Qualifications To be eligible, an applicant must be: A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade (GS-05 for GS-07 or GS-07 for GS-09) of the position to be filled. FOR GS-07: You must meet the basic requirement AND have at least one year of specialized experience, equivalent to the Federal GS-05 level or higher, that will allow successful performance of the duties of this position. Specialized experience is further defined as: making geological observations, computations, measurements or participating in range of data collection activities following instructions from a senior staff; contributing to study reports on geologic phenomena, utilizing data interpretation software to input, display, and organize geological date for retrieval and evaluation. -OR- You must meet the basic requirement AND have completed 1 year of graduate education leading to a masters degree in geology or a directly related field OR meet the requirements for Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f). -OR- You must meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above FOR GS-09: You must meet the basic requirement AND have at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, that will allow successful performance of the duties of this position. Specialized experience is further defined as: applying conventional methods to the preparation and analysis of field/remote sensing observations and/or laboratory samples; independently making geological observations, computations, and measurements; analyzing and interpreting geological and geophysical data; contributing to technically authoritative reports on geologic and related studies. -OR- You must meet the basic requirement AND have completed 2 years of progressively higher-level graduate education leading to a masters degree or masters or equivalent graduate degree in Geology or directly related fields of study. -OR- You must meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. Education This position has a positive education requirement which requires that you have a degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education. This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards job series 1350. This position is considered a career ladder opportunity, with a full performance level of GS-12.
