Salary Grade: 21   $64,893- $104,479 FLSA: Exempt 

Purpose of Classification: 

The purpose of this classification is to design, develop, and implement complex web/mobile/desktop applications to support Enterprise GIS geospatial visualization, analysis, and data management. 

Essential Functions:  

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Develops GIS applications using Esri software, .NET, JavaScript, HTML or Windows client-based development tools; and assists in the development of desktop and mobile capabilities identifying business needs and implementing suitable solutions for departments.   

Troubleshoots and correct problems in web/mobile/desktop GIS systems, applications, and utilities; recommends relational SQL database design and structure in support of systems/applications; and intergrates with cloud based County business systems through the development/consumption of REST based services.  

Serves as Mobile GIS liason and assists with Mobile GIS training, application set-up, and field assistance as needed; and serves as project lead for special projects involving geometric networks, AVL, ArcGIS Pro, Mobile GIS growth, and GIS integration with other system applications. 

Analyzes and monitors impact of GIS strategic initiatives and recommends changes for further improvements; installs and tests enterprise GIS applications within development, test, and pre-production environments; and analyzes geospatial business processes and work flow procedures by gathering information from customers, the user community, and Esri’s technical advisors. 

Provides technical support, troubleshooting and customer service to County end users; resolves technical issues related to enterprise GIS servers using Esri tools and other related technologies;  identifies issues and logs defects for software improvements; and works in other technical areas of software support as customer and business needs require.   

Develops, and maintains efficient data quality assurance methods and processes; installs and maintains servers and desktop software and hardware; troubleshoots software and database problems; creates standard or custom database queries and reports; and maintains the GIS server database and mapping applications. 

Provides highest-tier support for GIS system; manages data models and ensures compliance with design; explains data schemas; and provides technical support for workflows and procedures, in addition to software installation, configuration, and training; and configures and supports GIS desktop, web and mobile applications. 

Serves as a liaison between IT and business groups;  supports GIS in other departments; plans and implements GIS solutions; coordinates data exchanges; supports major projects such as redistricting, site selection, geocoding, demographics, spatial statistics and address list creation; creates standard and custom maps and data products; and trains department staff.  

Develops SOPs and user manuals; reviews grant proposals and recommends grant funding; represents department at meetings and with the community; serves on committees on behalf of GIS interests; edits knowledge articles for the departmental quarterly newsletter; provides GIS education and promotion; and coordinates activities for GIS Day. 

Minimum Qualifications: 

Bachelor’s degree in Geography, Geographic Information Science, Engineering, Planning, Computer Science, Information Technology or a related field required;  five years of experience in enterprise GIS mapping and database software; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Conceptual understanding of GIS theory and applications and ArcGIS Enterprise and Esri ArcGIS Suite regarding architecture, applications and functionality.  Knowledge of ArcGIS Pro, Web AppBuilder for ArcGIS, Collector for ArcGIS, ArcGIS GeoEvent Server, ArcGIS Online, ArcGIS Business Analyst, and mobile device/applications usage related to GIS.
