GIS Analyst - Real Property (CAHSR)

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Under the direction of the Deputy Director of Real Property and the Analytics/Support – Senior Project Manager, the Real Property GIS Analyst assists the Authority in maintaining the Real Property Viewer, GeoMobile for Real Property, and all other Real Property related GIS applications and services in support of the Real Property Branch.
Publication of updated parcel geometry map services to Real Property Viewer (RPV) and Land Vision for viewing and decision making. Add functionality to existing online tools and maintain grant deed Linking to Configuration Management SharePoint site. Cartographic production and parcel analysis to support ad hoc Construction Package (CP) and Regional Section progress reporting requests, Right of Way and Environmental status mapping and reporting for Monthly Confidence Meetings.
Program-specific activities will include the following:
GIS Data Management / Maintenance / Quality Control
• Update Right of Way parcel boundaries GIS layer and data to show adds, removals, and boundary changes per the FME process and Appraisal map audit.
• Manage appraisal map files from ProjectWise.
• Run FME models, validate changes from FME output to Appraisal maps.
• Update appraisal map sheet index layer.
• Create utility guideway sheet index with links to PDF source stored on SharePoint.
• Produce QC report to identify various issues between what is showing in the appraisal maps as compared to the Real Property system of record data.
Change Control Management
• Track and coordinate Design and Construction design changes via the RRL process (ROW Change Control) to update GIS layers.
• Assists in change control management by maintaining design change log and IT Change Control Board.
• Enters data from ROW Change Requests (RRL form) into ROW Engineering table and tracks deliverables related to design changes.
May perform other duties as requested by the Deputy Director of Real Property, Analytics/Support Senior Project Manager, and Information Systems & Reporting Manager.
• Updates Authority system of record as needed, to comply with documentation requirements.
• Assists with data research of historical information to verify design work changes.
• Coordinates with other departments including the ROW Engineering and Capital Asset teams, as needed to efficiently manage updates needed for the project.
• Develops GIS based reports and presentations for management status meetings.
