Exempt/Non-exempt Exempt Status Full time The City of Saint Charles Human Resources Department is currently recruiting for the position of GIS Manager. The purpose of this position is to manage staff in the development, implementation, maintenance and support of the City's enterprise Geographic Information Systems (GIS), and citywide departmental application systems. Responsible for the development and maintenance of the City's enterprise GIS data warehouse and ensuring the high quality of the data therein. Works with City departmental leaders on the integration of their business processes with GIS workflows and concepts in support of the organizations strategic plans and goals. Assists City departments with the collection, creation and maintenance of geographic data for analyzing and decision support by City leaders. Directs GIS staff on the creation of new processes and programs to support these initiatives. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. + Manages the development and maintenance of the city's enterprise GIS data warehouse to ensure the accuracy and quality of the data. + Directs staff on the design and development of new data layers and/or applications to meet the needs of the City's departments. + Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations. + Researches and reviews emerging GIS technologies and applications to recommend for implementation to ensure the city remains current with present and future technology trends. + Works with staff from City departments to determine their GIS needs and help develop and implement their short and long-term GIS projects. + Manages professional contracts and budgets for GIS services and accusation of third party data layers including aerial photography, digital terrain model, oblique imagery, 3-D mapping, etc. + Assists in development of long-term and short-term objectives for the GIS Division and the annual GIS budget. + Collaborates with other local agencies to discuss GIS data standards and regional GIS priorities and projects. Minimum Training and Experience Required + A valid Drivers' license. + Bachelor's Degree in Geography, GIS, Information Technology, Computer Science or a related field from an accredited educational institution preferred. + Minimum of two years supervisory experience or evidence of progressively responsible management of projects and associated staff. + Minimum of five years of experience with ESRI GIS desktop or GIS web technologies. + GISP (Geographic Information Systems Professional) Certification is preferred or the ability to obtain such certification within one year. + Proficient in use of standard office software (MS Word, Excel, PowerPoint, etc.) + Any combination of education and experience that provides equivalent knowledge, skills, and abilities will be considered. Physical Abilities Required to Perform Essential Job Functions + The office environment is typical with no unusual requirements. Some travel between locations is required.
