***This position is physically located in the Marshall Islands in support of LOGCAP***
The GIS Specialist will provide Geographic Information Systems (GIS) support for engineering projects at a US Army installation. This role involves managing, analyzing, and retaining GIS data specifically for survey and Army requirements while ensuring compliance with applicable Unified Facilities Criteria (UFC) and Army standards. The specialist will play a key role in supporting infrastructure planning, land use analysis, and environmental assessments.

+ Collect, manage, and maintain GIS data relevant to engineering projects, ensuring data integrity and accessibility.
+ Develop and update GIS databases to support survey and engineering activities while adhering to Army standards.
+ Conduct spatial analysis using GIS software to support project planning, environmental assessments, and land use evaluations.
+ Generate detailed maps, reports, and visualizations to convey GIS data and project information effectively to stakeholders.
+ Ensure all GIS activities comply with applicable UFC guidelines and Army regulations concerning data management and reporting.
+ Stay informed about changes to Army and UFC standards, applying them to GIS projects as needed.
+ Collaborate with survey teams to integrate field data into GIS systems and verify the accuracy of collected data.
+ Assist in designing and implementing survey plans that meet Army requirements using GIS tools.
+ Provide training and support to staff and stakeholders on GIS tools and data usage, promoting best practices in data management.
+ Act as a point of contact for GIS-related inquiries, troubleshooting issues and providing guidance.
+ Work closely with project managers, engineers, and other specialists to support project timelines and deliverables.
+ Assist in preparing project documentation, ensuring that GIS data aligns with overarching project goals.
+ Conduct regular audits of GIS data to ensure accuracy and compliance with established standards and protocols.
+ Implement quality assurance procedures to validate data reliability and usability.
+ Other duties as assigned
Qualifications
+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
+ Education/Certifications:
+ Minimum education level of an Associate’s Technical Degree i n engineering, construction management, project management, or a related field (a bachelor’s degree preferred).
+ Project Management Professional (PMP) is desirable.
+ Must be CAC eligible and/or ability to obtain a CAC.
+ Must have and/or ability to obtain a secret security clearance.
+ A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
+ Experience:
+ Minimum of 7 years with relevant work experience regarding project management and planning skills/planning tools skills, transportation network planning, airfield environment planning, the National Environmental Protection Act, community outreach, planning and zoning skills, Air Installations Compatible Use Zones program, Geographic Information Systems/Geo-base, and facility space management. Skillsets relevant to planners also include data analytics, visualization, and severe weather and climate resiliency.
+ Ability to communicate with people from diverse backgrounds and a sound understanding of the issues which impact project and mission results.
+ Skills:
+ Proficiency in using planning and project management software tools is essential. Common tools include Microsoft Project, Microsoft Office Excel, PowerPoint, Outlook, Word and other scheduling and project-tracking software. Candidates should be proficient with data analysis and interpretation.
+ Effectively able to communicate with various stakeholders, including project managers, team members, clients, and suppliers. Strong written and verbal communication skills are essential.
+ Attention to Detail: Precision is essential in project planning. Errors in schedules or resource allocation can have significant impacts on project outcomes.
+ The ability to adapt to changes in project scope, timeline, or resources.
+ SUPERVISORY/BUDGET RESPONSIBILITIES:
+ Must be able to analyze project requirements, identify potential issues or risks, and develop effective solutions to ensure projects are completed on time and within budget.
+ Regularly review and update the master plan to reflect changing conditions, priorities, and community needs.
+ Works under the general supervision of the Public Works Director (PWD) who assigns area of responsibility and is available for consultation when controversies arise.
+ Working Conditions:
+ Must be capable of working in an extreme weather conditions with temperatures exceeding 100 degrees Fahrenheit.
+ Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
+ Includes some industrial production environment conditions as well.
+ The worker is subject to both environmental conditions. Activities occur inside and outside.
+ The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level.
+ Physical Requirements:
+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
+ Must comply with all Fire and Safety Regulations and post policies.
