This position will be part of the Minnesota Geospatial Information Office (MnGeo), which coordinates geographic information systems within the state, creating connections between state agencies and other stakeholders from public and private organizations. Join our team as a GIS Specialist/Developer, where you will play a pivotal role in developing and administering enterprise-level Geographic Information System (GIS) databases, applications, web services, and systems that support MnGeo and its customers. In this position, you will: + Maintain a functional library of enterprise GIS processes, services, and databases. + Administer and support enterprise GIS software, including ArcGIS Server and ArcGIS Online. + Provide mid-level problem-solving support to supervisors, architects, and developers working with enterprise systems. + Develop and maintain comprehensive documentation for GIS server administration, maintenance, and procedures. Experience must include: + Knowledge of computer hardware, software, operating systems, networking technologies, and systems security procedures, including installation and troubleshooting techniques. + Experience with relational database management and design, with experience in systems such as PostgreSQL, Oracle, or SQL Server. + Experience in web services and application development, deployment, and administration, including web application server administration. + Skill in programming and scripting in one or more languages for tasks such as automation, QA/QC, replication, backup, and recovery. + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. + Customer service skills that include active listening, empathy, and problem-solving. A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year. **Preferred Qualifications** + Knowledge of cartographic concepts, including map design, coordinate systems, projections, scale, classification schemes, and resolution. + Experience with GIS software such as ArcGIS Desktop, PostGIS, and QGIS, as well as experience with geographic data sources, geo-referencing techniques, and complex GIS data structures. + Experience with the .NET Framework and C#, including application development and deployment. + Experience with cloud platforms, particularly Amazon Web Services (AWS) or Microsoft Azure, for GIS or IT solutions. + Experience administering and managing web services with ArcGIS Server. + Understanding of GIS system integration, including integrating GIS with other enterprise systems or databases. **Additional Requirements** It is the policy of Minnesota IT Services that a successful candidate must pass all legally required checks prior to employment which may consist of the following: + SEMA4 Records Check (applies to current and past state employees only) + Criminal History Check + Reference Check + Social Security and Address Verification + Education Verification + Other legally required checks **Minnesota IT Services does not participate in E-Verify.
