This position is directly responsible for the supervision and control of the Geographic Information Systems (GIS) Real Estate Program. In addition, this position is responsible for maintaining, planning, developing, reporting, and producing Right of Way Section real property in a Geographic Information Systems (GIS) format. The incumbent of this position implements this GIS format into the Department Enterprise GIS which supports many opportunities to use this data in the Department's daily decision making. This position provides overall programmatic administration of a professional-level program that has an agency-wide impact. This position directly supervises, oversees, and provides work product oversight ofa GIS Specialist and a GIS Analyst in the Right of Way Section at Headquarters. This position also indirectly supervises, oversees and provides work product oversight of all Section 23 Right of Way Agents as it affects collection and entry of data that are used by the incumbent and other GIS personnel to produce the Right of Way Section GIS products required by the GIS program. GIS personnel and Section 23 Right of Way Agents will collect, input data, and digitize DOTD real estate acquisitions and parcels under the supervision of this position. The incumbent of this position also coordinates and provides training to Section 23 Right of Way Agents and other GIS personnel in the collection and entry of data necessary for them to digitize DOTD's real estate acquisitions and parcels. This position must have the specialized skills required to carry out the duties and responsibilities of this position. The incumbent of this position is also responsible for keeping up to date with the latest GIS technologies and makes recommendation that further the development, implementation, and dissemination of GlS data by way of user applications, models, manual heads-up digitizing, or scripts using GIS software and hardware making use of the incumbent's knowledge in computer programming, analysis. and mapping. This position must manage, plan, create, verify, produce, and report real estate data in formats that can be easily stored and viewed in GIS related applications. Examples of Work 35% Provides leadership and supervision over necessary Section 23 staff (Headquarters and State-wide Right of Way Agents and GIS personnel) to assure data collected and entered into the appropriate format which is adequate for production of the G IS products, such as digitization of real estate acquisitions and parcels. Supervises, coordinates, and oversees the Real Estate GIS Progam which consists of the collection of all DOTO Real Estate related inventory, entry of the inventory in a SQL database and producing the inventory into various GIS products 10 display in a GIS environment. Extracts, compiles and interprets data necessary for th is position to produce data layers of features for mapping, including the incorporation of aerial photography to produce special purpose maps, analysis and interpretation ofGIS statistics, and modeling results. Creates and maintains metadata. which is critical technical information required for all GIS mapping. Incumbent of this position coordinates with higher level transportation and GIS personnel before converting GlS spatial data to various GIS software formats, projections and scales and verifies the converted data to ensure locational accuracy and transfer of attribute data. Works with DOTO GIS personnel and applications, existing Real Estate Instrument SQL application, Location & Survey Right of Way Plan and Parcels database, LaGov, SAP, as well as any other related data and software applications necessary to provide a detailed searchable GIS application to identify real estate holdings of DOTD. The incumbent plans. establishes, develops, produces, and executes an authoritative Real Estate GIS program which impacts the activities of the department. Advises and provides leadership to directorate, division, and office levels on status and development of the Real Estate G IS Program. The incumbent of this position makes decisions and recommendations in areas oft.he Real Estate GIS Program and subsequent necessary training that are recognized as authoritative and have a far-reaching impact on activities of DOTD. 30% Enters and verifies GIS data by manual and heads-up digitizing. scripts, application software, and models. This position supervises and trains Section 23 Right of Way Agents and GIS personnel in data collection. data entry, and verification of data for their digitization of DOTD's real estate acquisitions and parcels as required by the Real Estate GIS Program. Using the DOTD standard ESRI ArcGIS software products, develops the best business processes to assure thorough, accurate data for current applications as well as develop business processes for future applications. Plan, develop, maintain, and document these processes thoroughly to provide a necessary Standard Operating Procedure (SOP) for this position and the Real Estate GIS Program. The SOP will provide the necessary training documentation for current and future· employees. This position will train Section 23 Right of Way Agents and GIS Analysts in the best practices 10 collect data from numerous and various locations including courthouse records (instruments) and other resources, retrieve the necessary data in the most efficient process, and this position prepares and maintains the data within the DOTO applications whether they are web applications or GIS applications. Reviews and makes recommendations on data maintenance procedures to assure data entry is updated regularly and supports the interaction with other databases and software required to assure that DOTD data remains in sync. 15% This position researches historical data or reference historical maps (i.e. survey plats, construction plan documents, existing right-of-way maps, etc.) to verify data according to parcel, land ownership, boundary, etc. This position possesses basic surveying knowledge necessary to properly interpret, analyze historical data and mapping. This position will also support other Right of Way positions as necessary. Maintains, Coordinates, and provides maintenance or seek maintenance for all Right of Way Section applications necessary to keep the applications running current software and working efficiently. This position will supervise, research and make recommendations for application improvements of the Real Estate's OIS Program.
