Complete Description:
This position is located in the DC Government’s Office of the Chief Technology Officer (OCTO). The Geographic Information System (GIS) System Administrator assists the GIS Program Manager in carrying out the District Government’s responsibility in designing, implementing, and operating software and infrastructure in support of the District of Columbia Geographic Information System (DC GIS).
The GIS System Administrator researches, implements, manages, and maintains GIS software, network infrastructure, applications and computer systems for the centralized system running production, failover, development and test environments virtually distributed on OCTO’s infrastructure.
The GIS System Administrator also interprets, analyzes, recommends and implements enterprise geospatial solutions meeting user requirements within OCTO and across all District agencies.
MAJOR DUTIES
1. Provide general system administration within OCTO’s VMware environment performing deployment, installation, and maintenance of enterprise geospatial system based on Esri, Google, Oracle, Microsoft and Citrix platforms.
2. Perform operating system administration, application system administration, database administration, and web administration for local and remote systems including installation, software patches, system security, data backup, disc array management, and problem solving activates.
3. Make recommendations and define the DC GIS system architecture and design. Establish GIS policies, standards, and procedures.
4. Collaborate with team members and customers to define and develop documented policies, procedures, and processes such as system monitoring and CCB participation.
5. Be on call to support essential emergency situations.
6. Assume lead on new technically advanced projects.
7. Manages installation, configuration, upgrades, and troubleshooting of geospatial system including databases, software, user applications, and hardware; designs, manages, and monitors network, Storage Area Network (SAN), middleware, and remote systems for GIS; expands, tests, and executes upgrades involving GIS products, web publishing strategies, and system architectures; assures spatial system quality and security.
8. Tunes spatial system to ensure performance requirements are met; develops and manages failover and recovery operations for spatial system; designs, documents, and implements spatial system administration procedures.
9. Develops, publishes, implements, and maintains DC GIS and agency web & map services; responsible for GIS web, feature & map services design and maintenance. Expands, tests, and executes upgrades involving web publishing strategies; manages GIS web monitoring, web GIS security, and troubleshooting.
10. Manages centralized ESRI license manager
11. Performs other related duties as assigned.
KNOWLEDGE DESIRED
The balance of knowledge varies depending on the incumbent’s subunit / specialty but includes:
1. Bachelor’s in computer science, GIS or related field
2. Minimum of six years of systems administration experience
3. Advanced knowledge and hands-on experience working with VMware in a large enterprise environment.
4. In-depth knowledge of and experience with platform hardware and OS level support. Strong knowledge of Windows scripting.
5. Understanding of “enterprise class” SAN, NAS, and backup technologies
6. Solid knowledge of load balancing, clustering, and name lookup (DNS)
7. Ability to diagnose hardware/OS problems and to optimize system setups for complex application environments - expert-level troubleshooting skills.
8. Skill in applying network and IT architecture to geospatial data and problems.
9. Comprehensive knowledge of geographic information systems - processes, techniques, concepts, theory and practices.
10. Demonstrated SME experience with installation, configuration and maintenance of the latest GIS software stacks including the Esri Platform (ArcGIS for Server, SDE, Desktop, Mobile, ArcGIS Online), Google platform (Earth, Maps) and OpenSource (OpenGeo).
11. Demonstrated SME experience with installation, configuration and maintenance of COTS developed software.
12. Knowledge of RDBMS, personal, file, and SDE geodatabase creation, implementation, versioning, and maintenance; grid storage, compression, and distribution of complex data types including Raster, LIDAR, and 3D.
13. Ability to develop, implement and maintain DC GIS web, feature, imagery and map services.
14. Knowledge of relevant programming languages applicable to GIS such as C#, .NET, JavaScript & HTML, Python or VB Script are highly desirable.
15. Certification in MS (MCSE) and VMware a plus.
16. Excellent verbal and written communication skills with ability to effectively communicate with stakeholders, customers and management.
