ROLE SUMMARY
The Global Transparency Reporting Manager will contribute to the effort to generate high quality, accurate, and consistent data incorporated into the postings, filings and reports related to Healthcare Professional (HCP)/Healthcare Organization (HCO)/Patient Organisation (PO) Transparency Disclosure. The Manager will also be responsible for reconciling payment and other transfers of value data from various financial and project management systems across the organization, as well as from external third parties.
This position will partner with the Business process owners across the organization to ensure that source systems and Pfizer’s data repository, HCP/HCO/PO customer master and other applicable Pfizer systems evolve to meet public disclosure codes/laws. This position is accountable for ensuring the transparency reporting standards, processes and data are of high quality to meet the HCP/HCO/PO transparency disclosure requirements for their assigned markets including but not limited to Japan.
The manager will collect, monitor, review and correct data throughout the year to ensure data quality and completeness, specifically looking for duplicate transactions, outliers, data errors, feeding back opportunities for process improvement to source systems and data owners
The manager will build trusted relationships collaborating effectively with market BU Leads, compliance and legal stakeholders as needed to ensure timely production of transparency reports
The position provides key services in the execution of the operations to support transparency initiatives. The manager must bring a level of rigor and consistency in providing high-level service while ensuring compliance with the established procedures.
The role will ensure the processes in place are optimal and meet all internal and external reporting obligations for assigned markets. The position requires a strong commitment to the continuous improvement vision.
The manager role contains a significant amount of work requiring judgment, decision making, limited oversight and broader knowledge of the organization.
ROLE RESPONSIBILITIES
Conduct the data stewardship process across data sources to ensure data integrity, including our ability to accurately associate transfers of value with a unique covered recipient in order to produce accurate and timely data required for transparency disclosure.Implement a consistent approach to reporting HCP/HCO/PO transparency data relevant to codes/laws of the countries assigned to the individual including but not limited to Japan.Prepare for and conduct the country president certification meeting prior to publication as directed for countries assigned.Ensure publication of transparency reports adhering to timeline and quality standards aligned with relevant codes/lawsRespond to ad hoc requests for clarification, additional information and/or reports regarding HCP/HCO/PO transfers of value.Participate in policy meetings and training on an as-needed basis.Working closely with legal and compliance on code/law interpretation and operationalizing said interpretationLead meetings and presentations when needed to senior leaders and internal & external stakeholders regarding transparency reporting related topics.Monitor and feed back to markets and source systems in relation to data quality issues, so as to continually improve the concept of right first time capture of data.Partner with the market/divisional liaisons to clarify data when required and prepare reports for publication.Report out on relevant data metrics to monitor compliance in use of proper coding and application functionality as well as data quality.Respond to queries from management, business unit leaders, and other stakeholders as needed.Respond to requests for clarification, additional information and/or reports regarding HCP transfers of value, as part of the HCP pre-disclosure/dispute process or as a result of an individual right request.Participate/lead Continuous Improvement projects and other system enhancements aimed at improving the quality of the data and efficiency of the team.Assist in periodic audits and inspections by internal audit or external regulators.Work with internal and external stakeholders to develop a strategy for collecting required information for disclosure reporting.Assist in building core stakeholder standard reports.Contribute and adhere to Quality Assurance/Quality Control (QA/QC) data standards.Remediation of complex issues resulting from audit findings or compliance related mattersBASIC QUALIFICATIONS
BA/BS degree requiredMinimum of 5 - 8 years of professional experience; experience in finance, compliance, transparency reporting, accounting, or management information systems preferred. An advanced degree with 3 – 5 year of related experience will be considered as well.Demonstrated good oral and written communication skills are essential to communicate and interact with internal and external stakeholders.Cross functional matrix management experience with multi-national customers facing teams is requiredFluency in oral and written English & Japanese is requiredExperience of rollout of new or updates to systems including user acceptance testingAble to understand complex business operations and processes, applying analysis to processes and data to identify areas for improvement.Strong analytical capabilities combined with superior organizational skillsAble to manage projects across a matrix organization whilst accommodating diverse stakeholder positions and views to reach a positive outcome.Good oral and written communication skills in other languages is a plusPREFERRED QUALIFICATIONS
Relevant experience in Transparency initiatives including the understanding of HCP/HCO Transparency Disclosure policies.Strong technical skills, including experience/ knowledge of user query tools (Excel/Access), underlying financial & reporting systems (SAP, Ariba, Cvent, Concur, Business Objects) is desirable.Work Location Assignment: Flexible
