This position will develop, implement, and administer programs and activities related to community and village outreach and Doyon's governmental affairs functions. The Government and Rural Affairs Coordinator will coordinate efforts and initiatives across Doyon, Limited (DL), including but not limited to lands and resources, shareholder relations and records, community relations, and other general shareholder outreach programs. Responsibilities COORDINATOR I - ESSENTIAL FUNCTIONS: Government Relations: Responsible for researching, writing, and reporting on state and federal policies and regulations that could impact Doyon Research and monitor new policies and regulations that directly relate to ANC's Assist in the preparation of clear, concise, and competent correspondence, reports, PowerPoint presentations, promotional and educational materials Responsible for gathering documents and data for current projects Provide written and verbal information, including documentation, reports, and correspondence Draft, proofread, print letters and memos, and provide administrative support Village Outreach: Maintain ongoing communication with village corporations, tribes, various organizations, and constituency groups within the Doyon region Provide and facilitate staff, community, and village outreach efforts Plan, coordinate, and facilitate community events, training, and outreach activities Take meetings notes, minutes, and transcriptions Represent Doyon at community meetings involving local, tribal, federal, and state government issues Other duties as assigned COORDINATOR II - ESSENTIAL FUNCTIONS: Government Relations: Manage the Get Out the Native Vote (GOTNV) voter participation initiative and supervise GOTNV intern Represent Doyon at community meetings involving local, tribal, federal, and state government issues Research and keep management informed of pending legislative issues and government developments of strategic concern to Doyon Assist with reviewing, monitoring, and analyzing legislative issues and prepare materials to brief Doyon Senior Management and Doyon subsidiary management Village Outreach: Work with local and regional groups concerning Doyon's involvement in community conversations, efforts, and related activities Assist with Doyon's strategies for external relations, public information, and community relations Develop and conduct presentations, newsletter articles, and conduct webinars, and other training on identified best practices related to the implementation of ANCSA Serve as the liaison between Doyon and village leadership, tribal officials, and city officials by cultivating and maintaining strong and constructive relationships Other duties as assigned COORDINATOR III - ESSENTIAL FUNCTIONS: Government Relations: Develop recommendations and prepare materials to brief the Doyon Senior Management team; provide documentation and recommendations on policy positions Serve as the liaison between Doyon and government officials by cultivating and maintaining strong and constructive relationships Responsible for reviewing, monitoring, analyzing legislative issues, and preparing materials to brief the Doyon Senior Management and Doyon subsidiary management Develop and maintain relationships with key federal, state, and local officials Provide input into Doyon's strategies for external relations, governmental relations, media, advertising, marketing, public information, and community relations Village Outreach: Develop, implement and deploy external communication strategies and administer programs that effectively describe and promote Doyon initiatives that support village corporations and communities in the Doyon region Maintain ongoing communication with village corporations, tribes, various organizations, and constituency groups within the Doyon region Develop, implement and deploy external communications programs that effectively describe and promote the implementation of the Alaska Native Land Claims Settlement Act (ANCSA) Develop, implement and deploy communication plans, tailoring messages for village corporations and communities within the Doyon region, ensuring consistency of messages Other duties as assigned DOYON LIMITED CORE COMPETENCIES: Commitment to Excellence – Takes a proactive approach to identify a plan of action to achieve a standard of excellence beyond job expectations. Qualifications COORDINATOR I REQUIRED QUALIFICATIONS: Bachelor's Degree in Business Management, Public Policy, or related field; may substitute a combination of post-secondary equivalent and related experience on a year-for-year basis Demonstrated proficiency in Microsoft Outlook, Excel, Word, PowerPoint, and Publisher Strong communication skills PREFERRED QUALIFICATIONS: Knowledge of Doyon's business interests Knowledge of current and emerging policy issues affecting Doyon Knowledge of ANCSA is strongly preferred COORDINATOR II REQUIRED QUALIFICATIONS: Bachelor's Degree in Business Management, Public Policy, or related field; may substitute a combination of post-secondary equivalent and related experience on a year-for-year basis Minimum four (4) years of federal or state legislative experience, corporate communications experience, lands and resources experience, or community relations experience Demonstrated proficiency in Microsoft Outlook, Excel, Word, PowerPoint, and Publisher Excellent communication skills; demonstrated familiarity and experience in building rapport with Doyon villages residents and leadership PREFERRED QUALIFICATIONS: Knowledge of Doyon's business interests Knowledge of current and emerging policy issues affecting Doyon Knowledge of ANCSA is strongly preferred Notary in the State of Alaska Supervisory experience COORDINATOR III REQUIRED QUALIFICATIONS: Bachelor's Degree in Business Management, Public Policy, or related field required (may substitute a comparable combination of post-secondary equivalent and extensive related experience on a year-for-year basis) A minimum of five (5) years of federal or state legislative or related experience Demonstrated professional success in working independently, displaying strong initiative, building positive and constructive professional relationships, and displaying a diplomatic nature when faced with potential conflict PREFERRED QUALIFICATIONS: An advanced degree in Business Management, Public Policy, or a related field Knowledge of Doyon's business interests Knowledge of current and emerging policy issues affecting Doyon Notary in the State of Alaska Supervisory experience WORKING ENVIRONMENT: The majority of work is performed in a professional office setting with a wide variety of people with differing functions, personalities, and abilities. There will be extensive overnight travel to villages in the Doyon region; travel may be on short notice.
