Division link: https://www.fldoe.org/schools/early-learning/ Office Contact Division of Early Learning - HR Liaison: Lourine Phillips - 850-717-8553 Job Description This is a highly responsible, professional position requiring a substantial degree of independent activity to conduct performance reviews and audits of a complex administrative program for the Division of Early Learning. This position involves administrative, fiscal and program oversight responsibilities for the statewide delivery of School Readiness and Voluntary Prekindergarten programs. Knowledge of federal and state statutes and regulations governing the administration of these programs and the ability to interpret and apply those statutes and regulations to ensure compliance is desirable. Requires the ability to analyze effectiveness of service programs and to identify and facilitate changes needed to meet program requirements and improve performance. Duties and Responsibilities (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.) The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions: Annual Fiscal Monitoring Plan The employee is expected to participate in development, implementation and/or ongoing support tasks as assigned for (1) subrecipient monitoring and compliance activities, (2) cost allocation plan monitoring and compliance activities. The plan developed will focus on mandated fiscal compliance requirements from federal regulations and/or state statutes. Tasks included, but are not limited to: 1. Review and coordinate the resolution of pending prior year findings for ELCs and other entities. 2. Prepare periodic risk assessments for ELCs and other entities. 3. Prepare periodic analysis of federal/state compliance requirements. 4. Evaluate operating results to update current year monitoring plan. 5. Plan, manage, and review work done by contracted onsite monitoring teams. 6. Review and prepare for approval annual fiscal monitoring reports issued for the Division. 7. Review and prepare for approval preventive/corrective action plan (PCAP) responses. 8. Review submitted annual A-133 audit reports for ELCs and other entities. 9. Review and approve cost allocation plans for ELCs and other entities. 10. Prepare, update and review tracking system for annual monitoring results. 11. Perform additional onsite monitoring visits (as needed). Technical Assistance Plan The employee is expected to participate in research, development, implementation and/or presentation of onsite and/or telephonic/virtual assistance and training as needed to early learning program subrecipients and other pass through entities. Ongoing assistance will be provided on routine topics that include, but are not limited to: 1. Grants Management procedures 2. Allowable uses of grant revenue resources 3. Cost Allocation Plans 4. Contracts Administration 5. Fiscal Management best practices and Policy guidance Additional Tasks include, but are not limited to: 1. Consult with and/or advise DEL management on issues/solutions. 2. Prepare and/or present DEL webinars and/or training conferences. 3. Coordinate with DEL Finance Administration and Budget Services Unit as needed. 4. Periodic review of updates and guidance on federal/state regulations. 5. Perform scope-specified onsite technical assistance visits (as needed). Knowledge, Skills, and Abilities Knowledge, skills and abilities, including utilization of equipment, expected to master in order for the position to meet expectations for evaluations and completion of probationary year: • Understanding of principles of governmental organization, budgeting, auditing, and accountability; • Experience in editing and proofreading documents and reports. • Experience writing for and/or testifying before high-level executives expressing sensitive conclusions and recommendations based upon quantitative and qualitative data; • Ability to organize data into logical format for presentation in reports, documents, and other written materials. • Experience using word processing, presentation, and spreadsheet software, preferably Microsoft versions (WORD, POWERPOINT, and EXCEL); • Skills in the functionality of database processes and data analysis. • Knowledge of EFS Systems is preferred. • Ability to quickly assimilate new policies and procedures and educate others in the implementation of such. Skilled in identifying commonalities, efficiencies, deficits and gaps in processes and procedures. • Ability to communicate effectively both verbally and in writing. • Knowledge of the methods of data collection and analysis is preferred. • Knowledge of basic management principles and practices. • Ability to utilize problem-solving techniques. • Knowledge of the Early Learning Programs and the Florida Department of Children and Family system is preferred. • Working knowledge of the Federal and State Single Audit Acts and OMB Circulars. • Travel is required. (5% of workweeks) Minimum Qualifications: • Four years of expereince in business administration, economics, finance, management, accounting, public administration, social science, or other qualitative or quantitative analysis and research fields. • A minimum of two years of experience using word processing, presentation, and spreadsheet software, preferably Microsoft versions (WORD, POWERPOINT, and EXCEL). • Experience in creating and utilizing complex formulas in Microsoft Excel • Ability to travel (5% of work) • This position is not eligible for teleworking.
