Government Operations Manager - Transportation & Homeland Security

Our engineering and product innovation help keep soldiers and firefighters safe, is critical in building and keeping communities clean and helps people do their jobs every day.** _Summary:_ _The government operations manager is responsible for developing, managing, and executing lobbying activities related to transportation, homeland security (including FEMA, FAA, TSA), and other adjacent policy areas as assigned by the head of global public policy. The position requires in-depth knowledge of the federal legislative and regulatory processes, congressional oversight committees, Executive Branch authorities, and be able to advocate effectively on behalf of Oshkosh Corporation’s equities to all external stakeholders in these fields. The manager will work closely with internal partners, representing the company before congressional offices, within the Administration, and amongst peers in outside support organizations. The manger will report to the head of global public policy, must be Washington, DC-based, have direct Congressional experience, be willing to travel up to 20% of their time, have a strong policy foundation, and impeccable communications skills._ _Roles & Responsibilities:_ + _Federal advocacy & lobbying_ + _Develop, manage, and execute comprehensive lobbying strategies within policy portfolio, in conjunction with enterprise-wide global public policy strategy_ + _Advocate for the organization’s priorities before relevant congressional audiences, departments/agencies,_ + _Monitor and analyze proposed legislation, regulations, and policy developments that could impact the organization’s interests_ + _Draft policy positions, advocacy materials, and legislative proposals to advance the organization’s agenda_ + _Stakeholder engagement_ + _Foster and grow relationships with key federal policymakers, including Members of Congress, relevant congressional oversight committees, congressional staff, and agency officials_ + _Coordinate and participate in meetings, briefings, and hearings to represent the organization’s views and policy priorities, crafting the necessary materials to support strategic engagements_ + _Collaborate with industry coalitions, trade associations, and other stakeholders to align and amplify advocacy efforts_ + _Support political action committee management and attend political action committee-sponsored activities_ + _Strategic communications_ + _Prepare and deliver presentations, white papers, congressional notifications_ + _Draft testimony, hearing questions, authorization language_ + _Engage with stakeholders through all communication channels_ + _Research & analysis_ + _Conduct comprehensive research on relevant policy focus areas, providing regular reports, updates, and analysis for internal distribution and awareness_ + _Monitor economic, political, and industry trends that could influence policy focus areas_ + _Internal coordination_ + _Work closely with the segment leadership or business units aligned to policy focus areas, providing guidance and support on legislative and policy matters of interest_ + _Coordinate and attend all congressional visits to Oshkosh locations that align to policy focus areas_ + _Support offsite engagements where Gov Ops presence is required, as assigned_ + _Partner with relevant marketing and communications leads to ensure the look and feel of materials meet required brand standards_ + _Compliance & reporting_ + _Ensure compliance with federal lobbying regulations_ + _Maintain records of lobbying activities, including meetings, communications, and expenditures_ + _Align to Oshkosh’s Code of Ethics and Conduct, core values, and Gov Ops team guidelines_ _Requirements:_ + _Bachelor’s degree in Political Science, Public Policy, Communications, or a related field_ + _Minimum of 7+ years of experience in congressional affairs, government relations, or federal lobbying, with a focus on trade policy_ + _Direct experience as a congressional staffer_ + _Strong knowledge of federal legislative and regulatory processes_ + _Proven track record of successful advocacy and relationship-building_ + _Excellent written and verbal communication skills, with the ability to articulate complex policy issues clearly and persuasively_ + _Strong analytical skills and the ability to synthesize information from various sources_ + _Experience working with trade associations, industry coalitions, or public policy organizations_ _Competencies:_ + _Strategic thinking and problem-solving_ + _Relationship management and networking_ + _Negotiation and persuasion_ + _Political acumen and awareness_ + _Attention to detail and organizational skills_ **Pay Range:** $102,800.00 - $176,800.00 The above pay range reflects the minimum and maximum target pay for the position across all U.S. locations. Within this range, individual pay is determined by various factors, including the scope and responsibilities of the role, the candidate's experience, education and skills, as well as the equity of pay among team members in similar positions.
